Responsibilities

As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Division of Parks and Wildlife, Branch of National Parks, located in Washington, DC your specific duties will include:

Provide legal counsel and services to the National Park Service (NPS) focused primarily on the NPS's Commercial Services Program. In this capacity you will advise the NPS as it develops, awards, and administers concession contracts for visitor accommodations, facilities, and services in units of the national park system; draft or review and revise concession contracts, commercial use authorizations, leases, and agreements with federal and nonfederal partners; advise the NPS on complex legal matters of first impression related to the substantive terms and appropriate use of those instruments; work closely with NPS program staff and upper management to develop new policies, protocols, and templates for the NPS's Commercial Services Program; and assist the Department of Justice in litigation arising out of the NPS's Commercial Services Program. Experience with drafting financial instruments and negotiating commercial transactions would be helpful.

Provide general legal counsel and services to the NPS's National Capital Region, which oversees the National Mall and other parks in the nation's capital as well as units of the national park system located in nearby surrounding areas, and to NPS regional offices and units of the national park system located around the country. In this capacity you will advise the NPS on the appropriate interpretation and implementation of the NPS Organic Act, park-specific enabling acts, NPS regulations, and written NPS policies, and on compliance with various federal and state laws, including the National Environmental Policy Act of 1969, the National Historic Preservation Act, and the Endangered Species Act.

Review and comment on proposed legislation and Congressional testimony related to the NPS's national offices and programs and specific units of the national park system and assist with responses to Congressional document requests.

Advise and assist regional and field offices of the Office of the Solicitor around the country with respect to matters in your subject-matter area of expertise.

Qualifications

Basic Qualification Requirements
Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

Applicants must also meet one of the following:
--possess at least 1-year of professional legal experience following law school graduation; OR
--have a second professional law degree; OR
--meet any of the criteria indicated below:
(a) academic standing in top one-third of law school graduating class;
(b) graduation with academic honors;
(c) significant participation on the law school's law review;
(d) significant participation in the law school's moot court competition;
(e) significant participation in a clinical legal aid program;
(f) significant summer law office clerk experience; or
(g) other equivalent evidence of clearly superior achievement.

GS-13/14/15:
In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:

--GS-13 = 2 years
--GS-14 = 3 ½ years
--GS-15 = 5 years

This position requires strong research skills, the ability to multi-task, and ability to effectively communicate in writing and orally.
