Responsibilities

As a Technical Analyst (Interdisciplinary) you will be responsible for the following duties:
  • This is a developmental Technical Analyst position for the National Reconnaissance Office (NRO) Systems Engineering Directorate (SED)
  • The incumbent will receive specific instructional guidance and according to a specific formal training plan, perform progressively more responsible and technically complex assignments and tasks associated with the work.
  • Incumbent will receive on-the-job training in providing technical and professional advice on engineering, physical science or mathematical/statistical issues affecting the NRO.
  • Formal training in the areas of originating new and improve applications and strategies for scientific and engineering concepts theories, and principles that affect the planning, completions and direction of major scientific and engineering projects.
  • Instructional guidance on making decisions to resolve specific issues and problems while considering different, incomplete and often conflicting information and alternatives.
  • On-the-job training in developing, delivering, and sustaining overhead reconnaissance systems, including spacecraft hardware, ground and communication components, and mission software missions.
  • Diverse training in various mission areas including program management, procurement, development, and supporting technological initiatives and/or operations.
  • Those selected may be considered for future competitive promotion under the NRO internal promotion panel evaluation process. The full performance target level, is a GG-12.

Occasional travel - You may be expected to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty assignments

Qualifications

This position is a Developmental DCIPS position. DCIPS Developmental level positions include GG-07 and GG-09. The NRO is accepting applications from US Citizens and Current civilian Federal Government employees for this position. Federal Government employees, who currently are GS/GG-07, GS/GG-09, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Those selected at the GS/GG-07, GS/GG-09 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process.

This position has a Basic Requirement for the 0801/1301/1501 series:
For the 801 Series: REQUIRED: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

For the 1301 Series: REQUIRED: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For the 1501 Series: REQUIRED: Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. Specialized experience required for this position is:
For the GG-07:
  • Knowledge of the concepts, principles, and theories of scientific and engineering disciplines such as mathematics, physics, physical sciences, statistics, operations research and model based systems engineering and architecture.
  • Organize data and apply conventional analytical methods and techniques to quantitative and qualitative analyses and assessments. Examples may include statistics, modeling and simulation, and decision analytics.
  • Training in the missions, roles, functions, and operations, which govern, interface with and/or influence the systems acquisition process and integrated lifecycle management.
  • Knowledge of applying analytic, diagnostic, and qualitative techniques sufficient to produce analytical products (such as test plans and final reports), to employ methodological approaches to analyze information.
  • Understanding of the DoD and Intelligence Community (IC) organizations and missions for satellite systems.
  • Ability to work independently and within a team or collaborative environment.
  • For the GG-09:
  • Applies the concepts, principles, and theories of scientific and engineering disciplines such as mathematics, physics, physical sciences, statistics, operations research and model based systems engineering and architecture.

  • This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category S (Systems Planning, Research, Development, and Engineering) or Category P (Business Cost Estimating) or Category T (Test and Evaluation Engineering) Level I & II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system.     Education

    For the 801- Series: REQUIRED
    A. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.     For the 1301 Series: REQUIRED: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
