Responsibilities

The incumbent is involved in policy development and analysis, development of divisional planning, goals, and objectives, analysis of effectiveness, and efficiency of various divisional programs. Incumbent develops program needs based on data obtained from various programmatic areas including pilot studies, Federal resource sharing and medical contracting. Incumbent is involved in divisional functions required for program review analysis (i.e., strategic planning, management assessment, and program analysis) and in the development of national health care and operational policies, manuals, and program statements. Incumbent assists in providing support and assistance in the development of medical contracting policies and procedures.

The primary duties of the position are related to management analysis work. Incumbent conducts management surveys, projects, and provides advisory services to management officials. The program study assignments involve organizations, operations, and functions of significant complexity with extensively interrelated program throughout an extremely complex organization.

Incumbent must have expert knowledge of the analytical and problem solving techniques utilized in evaluating the effectiveness of Financial Management reporting programs.

Incumbent must have knowledge of medical contracting techniques.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education

There is no substitution of education for specialized experience for this position.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience working with contracting policies and procedures, contract types, performance requirements, and negotiating techniques.
  • Experience analyzing, extracting, summarizing, and identifying significant trends and issues.
  • Experience monitoring contracts and requests for purchase for supplies and services for a facility.
  • Experience in researching, analyzing, interpreting and applying Federal Statutes and Federal Appropriations Law to develop and facilitate various types of complex national contracts and interagency agreements.

AND

Quality Ranking Factors:

Applicants who possess the following are preferred:
  • Experience gained as a Contracting Officer performing market research, negotiation, administration, termination and closeout of health services contracts, and purchase of major medical equipment and medical supplies; OR
  • Masters or doctoral degree from an accredited college/university in one of the following program areas: Health Economics, Public Health, or Business/Public Administration with a health finance specialty as evidenced by transcripts; OR
  • Experience in variations of healthcare services catchment areas, health care labor markets, and advancements in healthcare business practices (e.g., outcomes-based payment and fixed payment models).

The representative rate for this position is $109,088 per annum (52.27 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
