Summary

The position is located in the Office of the Chief Counsel in the Washington, DC office. The selectee will work as an attorney advisor concentrating on Employment Law.

Responsibilities

As an Attorney Advisor, you will:
- Represent the Bureau in cases before the Equal Employment Opportunity Commission, Federal Labor Relations Board, Merit Systems Protection Board, and in arbitrations with the National Treasury Employees Union.
-Conduct discovery and prepare pleadings and briefs. Recommend, negotiate and draft settlement agreements.

-Prepare memoranda of fact and law, advising for or against prosecution in areas of concern to the office.

- Act as legal counsel to the head of major operating programs of the Bureau.
- Advise and counsel Bureau managers on employment law, disciplinary actions, labor-management relations, and other matters.
- Draft legislation or prepare complete reports on changes in basic legislation in areas under the office's cognizance.
- Write memoranda of law, client correspondence, or notes, after researching statutory and case law.
- Recommend policy and develop the procedures and regulations implementing new or amended legislation.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-14 you must have at least five and a half years of experience as a practicing attorney handling labor and employment law matters.

Education

Law Degree: Applicants must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA)

AND

Bar Membership : Applicants must currently be an active member in good standing of the bar in any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicant must provide proof of bar membership.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
- A one year trial period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
