This position is located within the Office of Inspector General (OIG). The OIG has statutory oversight responsibility covering the United States Capitol Police (USCP). This oversight responsibility includes conducting and reporting on audits, inspections, investigations, and special inquiries of all USCP organizational entities. These audits encompass the following: (a) the operating, administration, and financial activities of USCP Bureaus and Offices; and are directed to determine compliance with applicable laws, economy, and efficiency and/or achievement of program results; and (b) selected claims, costs, cost proposals, and cost and pricing data arising from loans or other agreements entered into by USCP.

With a professional comprehensive knowledge of the theories, principles, and practices of professional accounting and auditing, and knowledge of organizational practices and functions, the incumbent of this position independently plans and conducts audits or participates as a team member of audits led by a higher-graded auditor. The audits conducted may involve financial records and systems or consist of activities to review and evaluate the performance of an entity's functions or activities involved in the detection of fraud, waste, and abuse.

1. Plans, organizes, coordinates, conducts, and prepares reports on audits, analyses and reviews.

2. Resolves most issues encountered in audits including those where the governing laws and/or regulations require interpretation.

3. Ensures that the audit findings are supportable, meets audit standards, and that conclusions and recommendations are sound and reasonable.

4. Prepares, reviews, and edits draft reports. Submits comprehensive objective reports of the audit with well-defined findings and well-reasoned recommendations for corrective actions needed.

In order to qualify, you must meet the education and/or experience requirements described below.

1. You must meet the minimum basic educational and/or work experience requirements for professional accounting positions in the federal government (see education); and

2. You must have specialized experience for this position which is in or directly related to the line of work of the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as experience performing accounting, auditing, financial or compliance work by planning, conducting audit assignments and reporting results; and

3. You must be a licensed Certified Public Accountant (CPA) or you must have passed a Certified Public Accountant (CPA) exam. Proof of license/certificate is required.

You must meet the minimum basic educational and/or work experience requirements for professional accounting positions in the federal government.

1. Bachelor's degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 credit semester hours or equivalent in accounting. (May include up to 6 credit hours or equivalent in business law).

2. At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that included 24 credit semester hours or equivalent in accounting or auditing courses. (May include up to 6 credit hours or equivalent in business law).

3. At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training. Possess a Certified Public Accountant (CPA) and /or a Certified Internal Auditor (CIA) certificate obtained through a written examination.

4. At least 4 years of experience in accounting, or a combination of accounting experience, college level education, and training and have completed the requirements for a degree that included substantial work in accounting (15 semester hours business law/finance not included) plus I've worked at the full performance level in accounting/auditing.
