Summary

The Office of Security and Hazardous Materials Safety serves as the leader for the identification, development, implementation, maintenance and oversight of security processes across the organization to reduce risks posed by espionage, sabotage, theft, vandalism, terrorism and other criminal acts. We ensure agency compliance with public laws, national directives, and the Department of Transportation, while striving to continually provide quality services to the flying public and FAA employees.

Responsibilities

The Director provides advice and guidance to the Associate Administrator and Deputy Associate Administrator for Security and Hazardous Materials Safety on all aspects of the Federal Aviation Administration's (FAA) Hazardous Materials Safety Program (HMSP). The Director provides strategic direction and executive leadership in the implementation of an integrated safety oversight program. The Director supports the mission and objectives of the FAA using safety management practices, Safety Management Systems (SMS), performance based standards, and safety oversight predictive analytics. The Director provides executive direction for the oversight of aviation operations of certificated entities under 14 CFR relating to cargo and passenger risks of hazardous materials transported by air for any entity in the aviation system within the United States that may introduce a risk associated with hazardous material.

Principal Responsibilities
  • Leads a geographically dispersed organization in implementing FAA's aviation safety responsibilities managing aspects of HMSP. Executes oversight responsibilities of the HMSP with a focus on the principles and required or voluntary implementation of safety management systems and safety risk management.
  • Provides executive leadership in support of all the FAA policies, orders, regulations, practices and business processes regarding the safety oversight of air operations certificated by the FAA.
  • Represents the interest of the FAA and the HMSP related to the implementation of the FAA Integrated Oversight Philosophy (IOP) Agency Implementation Plan, and with the Executive Cargo Safety Team, the FAA Safety Management Committee, the Executive Risk Based Decision Making Team and the Executive Safety Management Committee.
  • Oversees the development and execution of the stakeholder engagement strategy with the greater aviation community, and the development of agreements with various stakeholders, including FAA Lines of Business & Staff Offices, U.S. government agencies, foreign States, trade associations and industry, in relation to aviation safety and policies of the FAA.
  • Establishes policies, processes, procedures, and guidance by predicting, prioritizing, and managing safety risk, through certification of entities under 14 CFR as well as oversight of entities that interface with operators based on risk management principles.
  • Exercises direction over all operational safety oversight activities of the Part 121, 135, 129 air carriers, and all non-certificated entities that have a role, directly or indirectly, in the safe transport of hazardous material by air, both globally and domestically as set out by the FAA.

Describe how you effectively communicate information within and outside of your organization.

LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.

TECHNICAL REQUIREMENT: Demonstrated experience with administering a federal or corporate aviation hazardous materials safety compliance program that includes risk mitigation, voluntary reporting, and self-correction.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Any applicant tentatively selected for this position will be subject to pre-employment or pre-appointment drug screening. Persons occupying a "testing designated position (TDP)" will be subject to random drug and/or alcohol testing.

Interested candidates MUST be able to obtain and maintain an active Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) access based on the favorable adjudication of a Single Scope Background Investigation (SSBI). Selectee must maintain a current TS/SCI by successfully completing a 5-year periodic reinvestigation.
