GDIT is actively pursuing an immediate opportunity to continue the modernization of the Provider Enrollment Chain of Ownership System (PECOS) for the Centers for Medicare & Medicaid Services (CMS). If awarded, GDIT will implement CMSs new vision of PECOS modernization efforts, with a heavy emphasis on ensuring that the end-user experience for provider and administrators meets the high standards set by Medicare, Americas most popular healthcare brand. GDIT is seeking truly knowledgeable talent that understand the provider lifecycle, are knowledgeable with the data structures and are highly skilled in their technical execution.Position DescriptionSystems Architect (SA) on the PECOS 2.0 program for the Centers for Medicare and Medicaid Services (CMS) will be responsible for providing a complete system design that will cover all system areas. The SA will have experience in end-to-end design, starting with infrastructure, logical system components (software) and integration techniques. He/She should be prepared to prove his/her expertise in complete system design, including logical and physical models, processing and integration patterns (with emphasis on data movement, ETL, web services, MicroServices, and UNIX integration and automation techniques). The SA must have solid experience with all functional layers of large data processing systems, preferably MDM or a data warehouse, be well versed in data movement and data processing using ETL, and the cross-component integration, and work effectively with all functional teams during all project phases and help to ensure the delivery of product or components. The SA must be able to deliver well-documented solutions as well as convey solutions and design in a high quality presentations, diagrams and system design documents. Roles and ResponsibilitiesSupports logical and physical system design in both traditional/shared data centers, and VPC/Cloud.Provides design and integration solutions for data processing system, covering data movement, processing, and integration patternsProposes technical solutions and related design artifacts for various system components throughout all system layersPrepares high-quality design documentation, including visual diagrams, processing flows; maintains SDD documentsPrepares high-quality internal/external presentations; presents design to technical leads, management, and external stakeholders, including the Technical Review BoardTakes a pro-active approach in identifying system improvements for the existing processing and data flows, services, and system integration patternsWorks hand-in-hand with the Requirements, Development, Testing, and Infrastructure Teams BA/BS or equivalent Required Education, Experience, and Skills7 years of experience as a solution architect on a multi-tier distributed system. This experience must include end-to-end in system analysis and design7 years of experience architecting in Amazon Web Services (AWS) or other cloud technologies utilizing Microservices5 years of experience designing and integrating custom software components and processing frameworks using web services, bulk utilities for data loads, etc.5 years of experience working with web services (SOAP) and related technologies, such as XML, XSLT, etc. Some front end expertise with newer JS or similar frameworks will be a plus3 years working with a master data management system or another high-performing data warehouseExpert level design/development skills for XML schemasExpert level Visio and UML diagrammingMust understand in detail all technical aspects as related to large data-processing systemsAbility to analyze and/or define detailed data flows thru the system, with the emphasis on data ingestion, validations, error handling, storing, and disseminationUnderstanding of ETL tools, data mappings, transformations and data flowsDesired Education, Experience, and Skills US citizen or a Green Card holderHealth Care Industry or Centers for Medicare and Medicaid Services (CMS) experienceExperience working in a Scrum or SAFe Agile environmentKnowledge of Medicare Provider Enrollment System (PECOS)Prior experience working with Medicare, Claims, and/or state Medicaid data, understanding of Provider and Beneficiary domain dataExperience with System Analysis and Design Tools; databases, open source, cloud, unstructured, etc.Working experience with various system integration tools utilizing web servicesExperience with Red Hat OpenShiftExperience with Informatica or ETL in general for processing large data setsExperience with WebSphere Application Server, profiles, topologies, scalability, etc.Resourceful in open source tools and frameworks - ability to learn and explore (as related to the job description)Prior experience with SAFe Agile Process for Government (A4G)Prior experience working in a DevSecOps environmentExcellent oral and written communication skills, with a demonstrated ability to: engage and drive detail design; propose realistic design solutions, document and share design ideas; and actively contribute and explain ideas and complex technical topics to management and non-technical audiencesConditionsCandidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years.
