CHENEGA DECISION SCIENCE Company Job Title: Systems Engineer SME Clearance: Secret Location: Arlington, VA Reports To: Program Manager FLSA Status: Exempt, Full Time, Regular Summary: The Systems Engineer SME understand requirements definition and traceability (end to end process) and develop acquisition documentation. Duties and Responsibilities: Provide technical support to include identifying and assessing emerging technology and commercial business practices, software products, network tools, system development life cycle improvement, benchmarking and best practices, and commercial operational methods.Perform tasks to assist design and management of complex systems over multiple software life cycles. Address issues such as requirements, engineering, reliability, logistics, coordination of different teams, testing and evaluation, maintainability and many other disciplines necessary for successful system development, design, and implementation. This will also include updating and managing the processes outlined in the supported program's Systems Engineering Plan.Translate operational business processes into technical requirements and corresponding functional outcomes.Provide Systems Engineering (SE) support to assess and oversee the technical requirements, architecture, design, development, implementation, test and evaluation, data management, and integration for those systems/capabilities under the purview of the AHRS portfolio.Prepare, manage, and provide input to milestone deliverable documents, to include the Systems Engineering Plan (SEP), Information Support Plan (ISP), Program Protection Plan (PPP) / Cybersecurity Strategy.Monitor, track, and report on performance metrics by collecting associated performance data and perform appropriate analyses. Review systems engineering Contract Data Requirements List (CDRL) deliverables.Review the overall effectiveness of SI engineering processes and delivered products with respect to achievement of project/product goals, requirements, and schedules.Design, implement, and manage a process to track and trace requirements.Ensure traceability of requirements from high level objectives through use cases.Support architecture product development.Ensure compliance with the prevailing release of the DoD Business Enterprise Architecture (BEA). Ensure compliance with the applicable DoD Architecture Framework (DoDAF) for each system.Assess requirements for testability.Ensure AHRS portfolio products and solutions comply with current DoD and Army cybersecurity requirements, to include compliance with FedRAMP and DoD Cloud Computing Security Requirements Guide (SRG) cloud security information impact level security controls.Support the development of cybersecurity documentation in accordance with the PEO EIS direction, DoDI 8500.01, DoDI 8510.01, and the Risk Management Framework (RMF), and in compliance with all applicable regulations, publications, manuals, and local policies and procedures.Support all technical reviews.Support test planning to include coordination of test-related events, facilities, certifications and evaluations such as interoperability and other special test events, as required.Support development and operational test activities.Support data architecture and engineering activities.Other duties as assigned Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) Master's Degree and 10 years of experience Additional relevant experience may be used in lieu of degree requirement10 years of DoD systems engineering support for IT-based systems5 years of Department of Defense Architecture Framework (DoDAF) supportExtensive experience in aligning systems engineering activities throughout the acquisition program life cycle phases have extensive experience in:Executing the full complement of systems engineering activities from requirements definition, to architecture, design, implementation, and test, through deployment and operations and support Implementing the Department of Defense (DoD) acquisition life cycle process through the appropriate application of laws, policies, directives, and guidancePreparing recommendations with sufficient rationale to advise executive leader decisions that enable program success. Enterprise Resource Planning (ERP) and/or SAP experience preferredSecret clearance required Knowledge, Skills and Abilities: have the knowledge and skills to define key processes to support all engineering aspects of program management, requirements management, and baseline management operations, to include assessing and overseeing the technical requirements, design, development, implementation, and test of system solutionsBroad and deep set of engineering expertiseStrong communications skills (both written and oral)Strong customer service and excellent interpersonal skillsAbility to listen and understand task descriptions and requestsAbility to explain problem resolutionsAbility to quickly respond to time-critical queries from leadershipAbility to work independently without direct supervision or guidance Physical Demands: (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
