HarmonyTech is seeking a senior Program and Portfolio Management consultant to assist our client with Capital Planning and Investment Control (CPIC) process. We are currently seeking an experienced IT CPIC Specialist to optimizes project and program performance, while consistently aligning projects with the agency strategy. This position requires strong expertise in the CPIC process to deliver efficient and effective management of our client's IT investments by promoting informed decision making and timely oversight from the appropriate review boards. The candidate will provide strategic and tactical direction as well project management best practices techniques and guidance to ensure IT investments are selected and then continually monitored and evaluated to ensure each chosen capital Investment is well managed, cost effective and supports the mission and strategic goals of the client. He or she will also serve as the main CPIC SME and thought leader. The IT Portfolio Management Analyst will demonstrate excellent client handling skills with the ability to quickly develop relationships at all levels of the client organization.Position is available in Washington, DC (no telework), requires public trust clearance, and US citizenshipRequiredAt least 5+ years of experience developing project documentation in accordance with project phases (Initiating, Planning, etc.) and Capital Planning and Investment Control (CPIC) experience, including control reviews, and major and non-major business case submissionsExtensive experience and knowledge of the Federal budget planning, justifications, and reporting cycle and associated requirementsExperience drafting investment business cases for Federal oversight reporting, including justifications and other materials, internal Federal policies related to IT, and existing and emerging legislationExperience with the development and submission of OMB Major and Standard IT business cases and understanding of the federal appropriations cycleKnowledge and experience with budget and performance integration and Microsoft Project Portfolio Management tool for reporting and management oversightExperience with the entire CPIC lifecycle to include: concept inception (Pre-Select); project refinement and planning (Select); project launch and execution (Control); and project measurement and improvement efforts (Evaluate)In-depth experience developing reporting and project/portfolio management artifacts and methodologies, eg Work Breakdown Structures; Business analysis; Cost-Benefit Analysis; Earned Value Management; Risk Management; Performance Measurement analysisExperience establishing IT project plans by determining project purpose, objectives, technical approach, schedules, funding, and staffing - experience developing project plans, risk plans, and analysis of alternativesExperience gathering and documenting business and technical system requirements, developing alternatives of analysis, and justifications for large Federal Operations and Maintenance (O&M) programsAbility to create excellent written materials, documenting various processes in support of enterprise-wide IT projects/initiativesExperience creating and/or adhering to Federal policies in support of enterprise-wide IT projects/initiativesExperience managing IT project planning and execution by managing changes; reviewing open issues; communicating essential information to project team and stakeholdersExperience managing multiple Federal investments including the consolidation and segregation of investments as required by executive office guidanceExperience preparing briefings and other written materials for executives related to O&M and new IT project status - collecting, analyzing and summarizing information and trendsExperience with Government financial systems and toolsFoundational understanding of emerging financial reporting structures in the Federal governmentBA/BS degree in the related field is required; Post graduate degree is a plusAdditionalFamiliarity with the Software Development Life Cycle (SDLC)ITIL certification or Lean Six SigmaProject Management Professional (PMP) CertificationThis position requires successful completion of a background check and employment verification Ability to obtain Federal Government Public Trust clearanceAbout HarmonyTechWe have been delivering information technology services and solutions across the Federal government and commercial clients for over a decade.
