JOB DESCRIPTION Summary/Objective Under the supervision of the Senior Vice President of Clinical and guidance from AHIP senior leadership, the Executive Director, Prevention and Population Health oversees programs, activities and industry-wide initiatives related to prevention, wellness, population and public health and related ctivities. This includes monitoring preventive health recommendations (eg, the US Preventive Services Task Force, HRSA Women's Guidelines, etc.), leading the development of resources to support members on issues related to prevention and population health, and engaging with members on a wide range of issues such as coverage determinations, the social determinants of health, medical management tools, and benefit design. Stays current on emerging issues and provides guidance to members, internal staff and external partners on prevention and population health. This may include specific questions on wellness policies, women's health, maternal and child health, and the social determinants of health.2. Provides leadership for industry-wide initiative on the social determinants of health, branded Project Link. This includes engaging with members to gather and show case best practices, identifying key challenges and strategies to address those challenges, and developing a policy and research agenda to work toward improved sustainability and scalability of health plan efforts to address the social determinants of health.3. Supports interdepartmental priorities (strategic communications, media requests on clinical issues, federal and state policy, etc.) by providing subject matter expertise, content and talking points for time sensitive press inquiries, policy statements and strategies, testimonies, comment letters, issue briefs and other documents to inform and support the current policy discussions related to prevention, wellness, population health, maternal and child health, and the social determinants of health. 4. Leads and directs the work of the Prevention and Population Health Work Group, the Project Link Learning Collaborative, and ad hoc task forces and advisory groups in the assigned areas including proactive outreach to gather feedback on member priorities.5. Develops dynamic and interactive resources for member insurance plans to strengthen prevention and population health programs in areas such as obesity, tobacco cessation, clinical and community preventive services, emergency preparedness, genetic testing, precision medicine, women's health, mental health and substance use disorder treatments, and other clinical areas. 6. Tracks and analyzes health plans' wellness, prevention, chronic care and disease management programs designed to engage consumers, reduce disparities and gaps in care, and improve quality.7. Seeks opportunities for engagement with external organizations to support broad multi-stakeholder initiatives of strategic interest to the AHIP membership. 8. Monitors policy issues that impact member plans in the responsible issue areas.9. Collaborates across the company to serve as subject matter expert and support education of policymakers on health plan trends and practices.10. Works with member health plan Chief Medical Officers and other clinical leaders to provide industry perspective and consensus with respect to federal agency comment letters; writes comment letters related to prevention and public health, and proposed Medicare coverage decisions.11. Develops and fosters relationships with key contacts at member health insurance plans, funding organizations, partner organizations, coalitions/workgroups, and leading experts to leverage and communicate member initiatives and identify opportunities for collaborations. 12. Creates issue briefs, blogs, one-pagers and other materials to demonstrate thought leadership and highlight member plan best practices in prevention and population health.13. CompetenciesExcellent analytical and oral and written communication skills.Ability to organize and manage multiple projects with changing priorities.Ability to work independently and use good judgment regarding policies and prioritizing work.Proficiency with Microsoft Office applications. Position Type/Expected Hours of WorkThis is a full-time position. Standard days and hours of work are Monday through Friday, 8:30 am - 5:30 pm, however may require long hours and weekend work. TravelMinimal travel may be required to represent the industry at meetings, conferences or to support specific project requirements. Required Education and Experience Master's degree in health care policy & management.Seven years of experience with program development and project management in the areas of prevention, population health, public health, wellness, and chronic care management.Experienced developing health policy related to prevention and wellness, public health, health care delivery systems.Experienced writing comment letters to Federal agencies, testimony for congressional briefings, and consumer-facing materials.Experienced presenting to large multi-stakeholder groups on complex health industry issues.Experienced working with health insurance plans, federal or state agencies, and key external partners on issues of strategic importance to the health plan industry is preferred.
