As the Environmental Planner/Airport Planner, you will serve as the principal technical expert and advisor in environmental impact analysis, permitting, and resource management and National Environmental Policy Act (NEPA) documentation.

Environmental Planner/Airport Planner

Serves in the Planning Department of the Office of Engineering at Washington Dulles International Airport (IAD).

Develops and advises on environmental aspects of projects at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), the Dulles Toll Road, the Dulles Airport Access Highway, and elements of the Dulles Corridor Metrorail Project, as assigned. Performs related functions.

GENERAL RESPONSIBILITIES

Serves as environmental planning technical expert and advisor for DCA, IAD, Dulles Toll Road, and Airport Access Highway including the Capital Construction Programs (CCP) and Capital Operating Maintenance Improvement Programs (COMIP).

Recommends or establishes the strategy for National Environmental Policy Act (NEPA) compliance and environmental permitting for complex construction programs.

Acts as a Contracting Officer's Technical Representative (COTR) and Project Manager and for environmental studies, preparation of NEPA documentation, and environmental permit support. Develops Requests for Qualifications, Requests for Proposals, Statements of Work, and cost estimates

Manages and/or conducts general airport planning activities such as planning studies and reports for the near, middle, and long term. Manages and conducts facility planning study activities related to airport support buildings and other facilities.

Manages and/or conducts planning studies that entail: collect requirements, define requirements, inventory existing conditions, forecast needs, evaluate alternatives, define recommendation, document findings and recommendation(s).

Coordinates cost estimates and schedules with the other departments; participates in pre-bid, project kick-off, design review, and related meetings.

Identifies potential conflicts between planned construction and sensitive features and suggests alternatives for minimizing and avoiding environmental impacts.

Serves as an environmental compliance consultant to the DCA and IAD Engineering and Maintenance Departments.

Conducts site visits to DCA and IAD to view airport operations, inspect conditions, supervise environmental contractor field work, and escort environmental contractors and agency representatives.

Maintains internal and external contacts with Federal, state, and local environmental agencies, and the public; prepares public notices, e-mails, and letters and conducts meetings to solicit input for environmental documentation.

Maintains technical expertise and awareness of laws and regulations by participating in government committee activities, training programs, conferences, and related activities.

Prepares position papers, technical memorandums, and reports on issues (sometimes controversial) involving various aspects of physical facility planning associated with the Airports Authority.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in environmental planning including conducting environmental impact analysis, permitting and resource management, and National Environmental Policy Act (NEPA) documentation for construction planning.

Two of the seven years of experience must include environmental planning or engineering for an airport or related facility (such as an urban/city/regional facility).

Comprehensive professional knowledge of principles and practices of environmental planning and engineering and ability to apply it to the planning, design, and construction.

Knowledge of and ability to apply Federal (NEPA), state, and local regulations affecting environmental planning and engineering to compliant environmental planning.

Knowledge of related fields (e.g. biology, chemistry, hydrology, geology, civil engineering, archaeology, etc.) and ability to apply it to identify interdisciplinary and practical aspects of environmental issues.

Knowledge of the principles, practices, and procedures of facility planning to plan and layout state-of-the-art facilities and supporting infrastructure.

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on specialized systems/software used in environmental analysis, planning, and engineering.

PREFERRED QUALIFICATIONS

Knowledge of principles and practices related to airport facility planning activities.

Project management experience with NEPA and/or airport facility planning activities.

EDUCATION

A Bachelor's Degree in Environmental Planning, Environmental Engineering, Airport/Aviation Planning, Urban/Regional/City Planning, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicle landside and airside (requires AOA permit).

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Is subject to hold over and recall on a 24-hour basis for essential services and emergencies.

May be exposed to some adverse weather conditions and dust/grease/dirt when visiting work sites. Wears personal protective equipment, as needed, at work sites.
