You will serve as the Logistics Manager for the U.S. Coast Guard Logistics Information Management System (CG-LIMS) Program. CG-LIMS will replace legacy information technology (IT) systems with a state of the art commercial-off-the-shelf (COTS) solution based on the Oracle E-Business Suite application. The Logistics Manager is the lead acquisition professional responsible for planning and administering program logistics needs and requirements. In addition, this position maintains liaison with end users, stakeholders, IT development teams, and technical support organizations involved in the design, configuration, implementation, operation, and sustainment of CG-LIMS. Administrative tasks include the development and revision of program documentation such as the Integrated Logistics Support Plan, Training Plan, and Implementation Plan, as well as business plans and cost estimates. The incumbent assigns, directs, and reviews the work of the CG-LIMS Training and Implementation Team and oversees the development of training aids and instructional material. This position also serves as Contracting Officers Representative (COR) and technical point of contact for logistics, training, and implementation services support contracts. Well-qualified applicants should already possess an acquisition certification in Life Cycle Logistics Management, Program Management acquisition certification, or have completed coursework that would streamline the process of obtaining a certification once onboarded.

  • Planning for resource requirements (e.g. manpower, budgets, technical data, equipment, etc.) to support an enterprise logistics system throughout its life cycle.
  • Providing leadership in developing, planning, and implementing Integrated Logistics Support (ILS) and logistics sustainment infrastructure for a logistics IT transaction and decision support system acquisition.
  • Directing logistics support advancement and evaluating system ILS integration with other projects and systems engineering activities.
  • Serving as the lead for project and logistic functional Integrated Project Teams (IPTs), tracking and managing resolution of identified issues and tracking and evaluating logistic contract deliverables.
  • Managing delivery of Government Furnished Information (GFI), Government Furnished Equipment (GFE), and certifying Government Furnished Material (GFM) is suitable for use and delivery according to contract/schedule.
  • Preparing project correspondence, briefings, point papers etc.

To qualify at the GS- 14: Applicants must possess one full year of specialized experience equivalent to the GS-13 level in the federal service. Specialized experience includes: Experience leading matrixed team of associates, contractors, and vendors with various skills and disciplines to achieve program cost, schedule, and performance goals for an IT acquisition. Coordinates and reviews design development and systems engineering activities affecting ILS. Examining of logistics processes and products, technical data, and various plans to program and management officials, negotiating cooperative efforts among project matrix and support personnel, reviewing/evaluating field and contractor proposals, and resolving technical conflicts. 4) Demonstrated knowledge in the development of strategies that communicate plans for the identification, development, and execution of logistics support and system requirements for IT systems, such as the Integrated Logistics Support Plan, Training Plan, and Implementation Plan.

6) Ability to coordinate efforts with other staff members, field activities, contractors, and operational commands.
