Summary

This position is located in Washington, DC in the Office of the Chief. The incumbent will be responsible for providing executive level administrative support, as well as staff assistance, and analytical and management expertise in support of the specified organizational area.

Responsibilities

  • Provides staff assistance, analytical and management expertise in support of the specified organizational area; and advises management and supervisory personnel on policy, regulatory, and procedural requirements;
  • Utilizes modern office automation systems (hardware and software) in the performance of assigned duties; and utilizes word processing systems and other office systems to prepare letters, memoranda, and reports;
  • Provides policy and procedural briefings and instructions to supervisors and/or coordinates such briefings to implement new or revised programs;
  • Oversees NRCS correspondence and reviews documents developed by staff elements on administrative matters prior to the review and/or signature by the Chief/ Deputy Chief for conformance with regulations and policy; and
  • Analyzes internal office workflow and establishes procedures to improve effectiveness and efficiency of operations for better management of office assets.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, specialized experience and/or education, as defined below.

A. Specialized Experience for the GS-9: To qualify for the GS-9 level, applicants must have at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal Service performing the following duties:

- Analyzing internal office workflow and establishing procedures to improve effectiveness and efficiency of operations;
- Coordinating and scheduling appointments, meetings, telephone calls, conference space and travel for others; and
- Determining the nature of inquiries and providing guidance on organizational policy and programs.

B. Substitution of education in lieu of specialized experience: For the GS-9 level, you may substitute experience by a successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, such as a L.L.B./J.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position.

C. Combination of Education and Experience: A combination of education and experience , as described in A and B above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

- Developing operating procedures, policies and/or instruction in order to facilitate and improve the effectiveness of these services;
- Advising management and supervisory personnel on policy, regulatory and procedure requirements and procedures for management of administrative activities; and
-Assisting in program coordination activities for the assigned office, and providing direct support in monitoring and tracking projects, proposals, and requests as assigned.

B. Substitution of education in lieu of specialized experience: For the GS-11 level, you may substitute experience by a successful completion of a doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, such as a L.L.M./Ph.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position.
