Responsibilities

The C5I Systems Management Division (CG-681) is responsible for overseeing C5I programs and portfolio management. The incumbent is an IT Cybersecurity Program Manager for Microsoft Office 365 (O365), Windows 10 Secure Host Baseline (SHB), or application and network mobility.

Typical work assignments at the GS-15:
  • Develops and maintains strategic plans
  • Develops methods to monitor and measure risk, compliance, and assurance efforts
  • Resolves conflicts in laws, regulations, policies, standards, or procedures
  • Evaluates the effectiveness of procurement functions in addressing information security requirements and supply chain risks through procurement activities and recommend
  • Acts as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully
  • Coordinates and program manages the overall service provided to a customer end-to-end
  • Manages the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs)
  • Leads and oversees budget, staffing, and contracting for the respective program
  • Negotiates for the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring.
  • Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters.
  • Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems.

In addition to the duties above, the following are typical work assignments at the GS-14:
  • Performs needs analysis to determine opportunities for new and improved business process solutions
  • Reviews or conduct audits of information technology (IT) programs and projects
  • Ensures that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals
  • Participates in the acquisition process as necessary

Qualifications

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.

To qualify at the GS-15 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes the following:
  • Demonstrated expertise in Program and Project Management. Certification or degree is desired.
  • Demonstrated program management and technical expertise in planning, building, configuring, testing, implementing, operating and maintaining solutions for Microsoft Office 365 (O365), Windows 10 Secure Host Baseline (SHB,) or application and network mobility.
  • Demonstrated expertise with overseeing and tracking integrated master schedules, key milestones, and critical paths through appropriate automated tools and processes;
  • Demonstrated expertise with representing agency equities at Department and OMB level review boards;
  • Demonstrated expertise with system development using the Systems Engineering Life Cycle (SELC).
  • Demonstrated expertise with defining and analyzing System performance metrics, return on investment, business case analysis,
  • Demonstrated expertise with developing, justifying and defending budget formulation C5I investment priorities for the Agency internally and externally;
  • Demonstrated expertise with overseeing tradeoffs of maintaining, upgrading, or replacing systems including forecasting the implementation new, emerging, and disruptive technology into the mission;
  • Demonstrated expertise with developing cost estimates, price determinations, and specifications for procurement, modification, operations and maintenance of systems.
  • Demonstrated expertise with recommending prioritization and funding for C5I programs and systems.
  • Demonstrated expertise with organizing assigned tasks, plans and directing IT research studies, engineering and alternatives analyses, and work products as required to support cost, schedule, and performance criteria;
  • Demonstrated expertise with the acquisition life cycle framework to develop, release, evaluate and execute Statements or Work (SOWs), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs);
  • Demonstrated expertise with applying privacy, records management, and cybersecurity requirements and authorized standards to systems;
  • Demonstrated expertise with applying enterprise architecture and standards from the as-is state through transition to the to-be state;
  • Demonstrated expertise in maintaining a complete and accurate inventory of systems, web sites and their respective system lifecycle status;
  • Demonstrated expertise with leading teams.
  • Demonstrated expertise with laws, regulations, policies, and ethics as they relate to cybersecurity and privacy
  • Demonstrated expertise with information technology (IT) architectural concepts and frameworks
  • Demonstrated expertise with Risk Management Framework (RMF) requirements
  • Demonstrated expertise with resource management principles and techniques
  • Demonstrated expertise with system life cycle management principles, including software security and usability
  • Demonstrated expertise with the organization's enterprise information technology (IT) goals and objectives

  • Demonstrated expertise with the organization's core business/mission processes
  • Demonstrated expertise with Cloud-based knowledge management technologies and concepts related to security, governance, procurement, and administration
