Summary

This position is located in the Department of Health And Human Services, Office of Inspector General, Office of Management and Policy. The incumbent will be responsible for providing human resources management advisory services pertaining to internal placement and recruitment, position classification, external placement and recruitment, compensation, and organizational design work within the Human Resources Division (HRD).

Responsibilities

As a Human Resources Specialist, GS-201-07, the incumbent will be responsible for performing the following functions:
  • Provides support to higher grade specialists in implementing the internal recruitment program.
  • Compiles information for staffing vacancies, develops familiarity with staffing regulations, learns job analysis techniques and prepares draft vacancy announcements.
  • Develops understanding of position classification standards to include pay plans, series, titles and grade determinations.
  • Learns and applies regulations and laws on compensation issues to include basic pay, pay setting rules, overtime, and leave administration.
  • Assists higher graded specialists with processing basic personnel and payroll actions.
  • Develops understanding of compensation program and related regulations.
  • As a Human Resources Specialist, GS-201-09, the incumbent will be responsible for performing the following functions:
  • Interpret agency's recruitment and placement procedures, practices, policies, and guidelines.
  • Provides employees with information and interpretations of the agency's compensation, wage administration, and position procedures, practices, policies, and guidelines.
  • Provides review for initial salary setting and pay adjustments.
  • Provides a range of external placement and recruitment duties for a multi-mission, or an organization, for which innovative and assertive recruiting strategies are needed.
  • Utilizes automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists.
  • Works with higher graded human resources specialist in providing information concerning the merit promotion and delegated examining programs to applicants and managers.
  • Advising management and staff on staffing policies or program issues.
  • Works on staffing tasks for assigned organizations and managers.

    Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    Specialized experience at the GS-07 grade level : Federal sector or private sector experience in working with senior human resources specialists applying fundamental human resources management methods, principles and practices in recruitment/placement and staffing; researching, analyzing and interpreting human resources management laws, rules and regulation as it relates to merit promotion and delegating examining recruitment; and researching, interpreting and applying qualification standards as it relates to occupational series and grade levels. OR

    In lieu of specialized experience, the applicant may qualify through education at the GS-7 grade level: one full year of graduate level study or superior academic achievement that provided the knowledge, skills, and abilities to do the work of this position as a human resources specialist. (Eighteen semester hours is generally equivalent to one year of graduate education). NOTE: Applicants must submit supporting transcripts if qualifying based on education.

    Specialized experience at the GS-09 grade level : Federal sector or private sector experience in advising management and staff on staffing policies or program issues; working on staffing tasks for assigned organizations and managers, to include preparing job analysis, assessment tools, vacancy announcements, and generating offer letters; and preparing case files for audit purposes on a regular routine basis. OR

    In lieu of specialized experience, the applicant may qualify through education at the GS-9 grade level: two full years of graduate level study leading to a master's degree, or possess a master's or higher degree that provided the knowledge, skills, and abilities to do the work of this position. (Eighteen semester hours is generally equivalent to one year of graduate education). NOTE: Applicants must submit supporting transcripts if qualifying based on education.
