Summary

This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Information Technology and Cybersecurity. In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Responsibilities

The Supervisory IT Specialist (Chief Information Officer) serves as a senior advisor to the Civil Rights Division (Division) and performs a broad range of duties requiring Division and computer industry-wide research, program and litigation-strategy evaluation, and administration under the jurisdiction of the Executive Officer. Duties require understanding of the business processes of the Division in its litigation programs and of the wide range of electronic data processing systems available to support this litigation. The incumbent also:
  • Manages and directs the Information Technology (IT) staff within the Executive Office.
  • Formulates, develops, and implements organizational and administrative policies governing IT operations.
  • Conducts management analyses and develops techniques and programs to improve Division automated management operations.
  • Oversees the implementation of advanced office automation systems throughout the Division.
  • Attends inter-agency and Departmental committees as a representative of the Executive Officer regarding IT requirements.
  • Plans and implements the Division-wide IT training program.
  • Provides expert technical guidance and assistance in all areas of assigned responsibility to Division offices and components.
  • Directs research and development in the design of computerized local area networks.
  • Utilizes a broad range of complex IT professional knowledge and expertise.
  • Performs other duties, as assigned.

Qualifications

To qualify at the GS-15 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service or other pay system. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. Examples of specialized experience include: leading system implementation activities; measuring software development risk and recommending the most beneficial implementation approaches; and reviewing the impact of new systems design policies on the systems design process.

Applicants must also have basic IT-related experience demonstrating each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
