Summary

This position is in the Veterans Benefits Administration's Office of the Deputy Under Secretary for Field Operations (DUSOFO). The Assistant Deputy Under Secretary for Field Operations (ADUSFO), Benefits Assistance Service (BAS) serves as the focal point for administering department-wide, Veteran-centered outreach and services including VBA's contact center operations and numerous special emphasis programs. These functions are critical to the mission of the Department of Veterans Affairs (VA).

Responsibilities

  • The ADUSFO-BAS serves under the general administrative direction of the Deputy Under Secretary for Field Operations DUSFO and works closely with that leader to assure that policies, concepts, and general approach is implemented in support of VBA's benefits program and services. The ADUSFO-BAS has extensive authority, for planning, developing, and coordinating departmental programs and objectives. This individual can make independent decisions consistent with the broad grant of authority by the DUSFO. Final work projects are reviewed for soundness of judgment, adequacy of justification, and effectiveness of presentation, with heavy weight given to all matters of fact, interpretation, and judgment.
  • The ADUSFO-BAS is responsible for designing, implementing, and managing a complex portfolio of enterprise-level, customer-centric projects that simplify customers' interactions with VA and help Veterans understand and access benefits and services provided by VA (to include VBA, VHA, and NCA) and their local communities. The ADUSFO is rResponsible for the development of policy, procedures, training, and oversight of VBA's outreach and direct services for all VA benefit programs worldwide. The ADUSFO dDevelops, facilitates, and maintains multiple public and private strategic partnerships in support of VA's mission and improves the overall Veteran experience by extending the reach of services available for Veterans and their families in the U.S. and abroad. The ADUSFO is rResponsible for managing program activities; planning program strategies; monitoring performance; developing initiatives; managing and directing regional office employee training; and managing projects involving services and regional office activities.
  • The ADUSFO-BAS advises and makes recommendations to the DUSFO regarding needed changes in operational policy and procedures, and assists the DUSFO in preparation of analysis, reports, and presentation of these to VA and executive leadership up to and including the Secretary of Veterans Affairs.
  • The ADUSFO-BAS ensures regional office managers comply with VA policy directives, performs inspections as necessary, and follows up to ensure that corrective measures are taken. ADUSFO aAssures that field operations are conducted in the most economical and effective manner and that they conform to all applicable laws, regulations, established policies, standards and/or procedures.
  • The ADUSFO-BAS assists the DUSFO in preparation for briefings, speeches, congressional testimony, and high-level presentations regarding Veterans benefits programs. These presentations include both program oversight information and recommendations for new program initiatives.
  • The ADUSFO-BAS provides executive oversight in budget formulation and execution and ensures the integration of national Departmental goals and objectives. ADUSFO eEnsures successful collaboration between VBA, the Department, and the Office of Management and Budget in developing and reporting on VBA's performance measures and outcomes, and submission of VBA's budget. Additionally, the ADUSFO will also aid with actively supporting, promoting, and implementing VA/VBA policy as well as the direct executive oversight and evaluation of five district offices and 576 regional offices.
  • The ADUSFO-BAS also ensures timely and accurate processing of benefit claims for all business lines including: Compensation, Pension & Fiduciary, Vocational Rehabilitation & Employment, Loan Guaranty, and Support Services. VBA National Outreach: The ADUSFO-BAS Hhas overall responsibility for the Department to furnish guidance and direction to the field in carrying out VBA's outreach mission as articulated in Title 38 U.S. Code,. including Involves the nationwide dissemination of information and promotional awareness of Veterans benefits and services. The ADUSFO-BAS has Ooversight includes planning program strategies, developing initiatives, directing activities related to outreach programs, and oversight of client service activities. The incumbent ADUSFO-BAS analyzes and evaluates the effectiveness of outreach activities by monitoring established standards and goals, considers feedback from stakeholders/partners and clients, and determines the soundness of objectives that are created to achieve these goals.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). TQ1: An established writer with demonstrated experience in the development, implementation and oversight of programs and initiatives, policy standards, legislation and regulations of a large public or private sector program that administers complex benefits or services for a large group of beneficiaries or customers. Provides technical direction for the development, design, and systems integration for client engagement from definition phase through implementation.
