This position is part of the Programs Strategy and Technology, Government Publishing Office in Washington , District of Columbia.

The Selectee will work Shift 1 Monday- Friday and a Tour of Duty from 7:30 am - 4:00 pm.

Responsibilities

As a Program Planner (Recent Graduate), the Selectee at the PG-09 level, will function as a team member who assists other more senior Program Planners in managing state of the art worldwide programs, from design and development, through production, and who applies robust technology to fulfill GPO's business requirements and needs as manifested in program documentation (i.e., FDsys or GBIS requirements documentation). Your typical work assignments may include the following:
  • Uses rules, guidance and regulations, along with an understanding of the objectives and policies of the division, in order to provide support for assigned projects. Uses knowledge of management principles, organizational theory, and techniques of analysis and evaluation along with knowledge of standardized administrative practices and procedures to conduct studies. Identifies, analyzes, and recommends solutions to problems. Uses judgment when providing appropriate products, based upon experience, training and understanding of the objectives to be accomplished.
  • Assists senior manager/specialists by preparing, developing and coordinating informational data/material utilized for a variety of office activities such as briefings, reviews, symposia, reports, etc. Develops integrated plans, and schedules.
  • Prepares, using a variety of management techniques, evaluative analyses of the status of programs/projects; determines trends and forecasts capability to reach objectives.
  • Responsible for the review and analyses of project cost and schedule data to assess performance.
  • Provides assistance to project managers, project engineers, procurement personnel, etc., on various aspects of performance measurement data.
  • Makes analysis utilizing graphics and statistics, adjudging cost and schedule versus technical performance against schedule milestones.
  • Prepares periodic briefings and reports for use by management.
  • Performs other related duties as assigned.

RECENT GRADUATE:

GPO's Recent Graduate Program provides an opportunity for you to gain experience in the Federal civil service at the beginning of your career. If selected, you will be placed in a dynamic, one-year career development program, and provided with a mentor and an individual training plan that may include specialized training, formal rotational assignments, and other developmental activities. If you successfully complete the program, you may be converted to a term or permanent position. (Note: To determine your Eligibility for the Recent Graduate program, you must include a copy of your official or unofficial Transcripts (not Diploma) showing award of degree). The Recent Graduate Program requirements are as follows:
  • You must be a recent graduate who has been awarded a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certification from a qualifying educational institution. OR
  • You must be a Veteran who was unable to apply within two years of receiving the degree, due to military service obligation. You have as much as six years after degree completion to apply.

CONDITIONS OF EMPLOYMENT :
    U.S. Citizenship is required. Selectee must pass a drug test prior to appointment. Selectee must be able to obtain and maintain a Suitability type clearance. Males born after 12/03/59 must be registered for the Selective Service. Selectee may be required to serve a one year Trial period. Time in Grade requirements must be met. This is a developmental position leading to the full performance level of the PG-0301-13. On-the-job training is supplemented by classroom instruction. Must have a qualifying degree or certificate. This is an Excepted Service appointment; and selectee may be converted to a term or permanent appointment in the competitive service upon successful completion of the one year career development trial period.

Qualifications

To qualify for the Program Planner (Recent Graduate), PG -0301-9, you must meet the following requirements:
You must be eligible for the Recent Graduate Program, and meet the Minimum Qualifications requirements as listed below:

I. Recent Graduate Program Eligibility . To be eligible for consideration under the Recent Graduate Program, you must meet one of the following, and you must include a copy of your complete official or unofficial Transcript showing award of qualifying degree. (Note: If Transcript is not included along with your resume, you will be removed from further consideration for this position).
  • You must be a recent graduate who has been awarded, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certification from a qualifying educational institution. OR
  • You must be a Veteran who was unable to apply within two years of receiving the degree, due to military service obligation. You have as much as six years after degree completion to apply.
II. Minimum Qualifications: In addition to meeting the Recent Graduate Program Eligibility requirements, you must meet the minimum qualifications requirements. To minimally qualify for the PG-09 level , you must possess the experience requirement in 'A', or education in 'B', or possess a combination of experience and education as described in 'C' below:

A. You must have (1) one year of specialized experience at the PG-07 (or equivalent) level or higher. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience includes performing work that involved :
  • applying analytical, qualitative and quantitative techniques to collect data, review work procedures, identify program or project problems, and/or make recommendations to improve program efficiency and effectiveness;
  • Utilizing basic statistical, accounting, budget practices and techniques to track data, maintain data, and produce reports containing statistical, accounting, budget, charts graphs, and narrative data; and
  • Applying fact finding and investigative techniques to aid in the development of project and/or program plans. OR

B. You must have a Master's or equivalent graduate degree, or higher degree, e.g., Ph.D., etc., in a field related to this position with a major in Human Resources Management, Social Science or Behavioral Sciences, Business and Management, Public Administration, Psychology, English and Legal Studies. OR

C. You must have a combination of experience as listed in 'A' above and education as listed in 'B' above that equals at least 100% of the total requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(08/27/2019) to be considered.

Substitution of education in lieu of specialized experience may be used for this grade level.
