Summary

As an Energy Program Specialist, you will develop and implement regional policies, procedures, technical standards and criteria governing the Energy Conservation Program.

Responsibilities

  • Serves as a regional technical Energy Program Specialist, developing, adapting, and implementing management responsibility for the region to ensure efforts are directed towards meeting GSA's national energy and water reduction targets. Continuously appraises the effectiveness of the region-wide energy management and water conservation programs.
  • Participates with water, energy services, and utility companies on studies to plan, develop, and implement comprehensive water and energy efficiency projects.
  • Identifies unusually high energy consuming buildings through cost analysis, building characteristics and operating trends, for energy audit studies.
  • Plans and conducts formal training programs in the energy conservation discipline for use by customer service centers, staff offices, and facilities management personnel. Disseminates information concerning new and improved techniques for energy conservation which includes organizing and developing training manuals.

The GS-13 salary range starts at $99,172 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience implementing an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:
  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of the Energy Independent and Security Act of 2007 for agencies to participating with water and utility companies in designing cost-effective demand-side management and conservation incentive programs to address the unique needs of facilities utilized by such agencies.
  • Knowledge of technical and operating background in mechanical operation and maintenance of building heating, ventilating, and air conditioning systems.
  • Knowledge of tenant agencies' operating needs and problems in the development of new and improved methods, policies, and procedures that will conserve energy.
  • Skills in communicating effectively, both orally and in writing.
    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
    • We will verify your answers to the questions in your resume. If your resume doesn't support your answers, we may lower your score, which could place you in a lower category.
    • Within each category, veterans will receive selection priority over non-veterans.

    Additional assessments may be used, and, if so, you will be provided with further instructions.
