Responsibilities

This position is in the Department of Justice, Antitrust Division, Executive Office (EXO), Personnel Staff. The Executive Office provides administrative and management support to the Division and includes the Personnel Staff, which manages all personnel services, including hiring, promotions, disciplinary actions, training, benefits, and payroll. The incumbent serves as an advanced trainee, researching and providing advice and guidance to ATR personnel on all classification, personnel processing, recruitment and placement issues.
As an advanced trainee, increases competence, knowledge, skills, and abilities in the Human Resources occupation. Researches regulations and other pertinent directives for answers to questions prior to consulting with the supervisor or a higher-grade employee. Successfully completes required formal and on-the-job training, and demonstrates a progressive ability to independently accomplish assignments.

Additionally, the incumbent will:
  • work under a senior specialist primarily responsible for analyzing human resource issues and concerns to identify, consider, and resolve a variety of human resource-related questions and problems.
  • Communicate with co-workers, supervisors, and employees in performing human resource advice and assistance work.
  • Write reports, letters, or other documents to convey information related to human resources.
  • Perform classification and staffing duties for assigned sections/units of the Antitrust Division, which involves drafting position descriptions and crediting plans for new positions or updating existing position descriptions/crediting plans; preparing vacancy announcements; performing qualifications analysis; and referring qualified candidates to management officials, all in accordance with appropriate established guidelines.
  • Process the full range of personnel actions, which involves coding requests for personnel actions, including remarks, and/or entering position data into automated personnel systems; troubleshooting personnel action rejects from automated systems; ensuring that employee SF-75 information is requested; reviewing and approving pay setting for hires, promotion, etc.; and reviewing personnel actions as required.
  • May be assigned project work associated with any area of personnel or any concern of the Executive Office.
  • Perform other duties as assigned.

  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This is a full-time, term appointment in the excepted service, ineligible to be included in the bargaining unit.
  • This is a non-supervisory appointment, subject to a 2-year trial period in accordance with 5 CFR 362.303(f).
  • Appointment is eligible for non-competitive conversion to a term or permanent position in the competitive service, provided that incumbent has met all Program requirements; however, conversion is not mandatory or guaranteed for participants.
  • The Antitrust Division participates in the E-Verify, employment verification program.
  • When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.


Qualifications

To be eligible for this two-year Recent Graduate PATHWAYS appointment, ALL of the following requirements must be met:
Recent Graduate Status: Recent graduates must apply within two-years of being awarded a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, as defined in 5 C.F.R. § 362.302. The two-year period of application eligibility will be extended up to four years for veterans who, due to a military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above, and an additional 2-year period of eligibility will be granted upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date upon which the individual completed the requirements of an academic course of study.

Please Note: Applications will be accepted from students who expect to complete qualifying education within 9 months from the date of application; however, agencies are required to verify that the education has been completed successfully before any applicant can be appointed (report to work), therefore, your selection or start date may be impacted by proof and completion of all PATHWAYS eligibility requirements.

Qualification requirements: Applicants must meet the minimum qualifications for this position as outlined below.
To qualify at the GS-09 level, applicants must possess one year of specialized experience at or equivalent to the GS-07 level. EXAMPLES of qualifying specialized experience at this level include:
  • Education : Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree;
  • OR
  • Specialized Experience : One year of specialized experience equivalent to the GS-7 grade level. EXAMPLES OF SPECIALIZED EXPERIENCE at this level include: researching, identifying and applying the most relevant HR laws, regulations and guidelines to the accomplishment of work; effective communication, which involves expressing ideas respectfully and sharing information in a clear, concise manner, both orally and in writing; planning and organizing work; identifying sources of HR data and information and determining which is most relevant; utilizing HR Information Systems; effectively managing multiple assignments having competing priorities.

Additionally, one full academic year of undergraduate; graduate; vocational; trade; technical or high school education is the number of credit hours determined by the college, university or school to represent 1 year of full-time study. The high school curriculum must be approved by a State or local governing body. All education beyond high school must be received from an accrediting body or organization recognized by the U.S. Department of Education.
