WHAT IS THE CRIMINAL INVESTIGATION DIVISION? Criminal Investigation is the investigative and law enforcement arm of the IRS. The American system of voluntary tax compliance relies heavily on self-assessments of what tax is owed. When individuals or corporations deliberately don't comply with the tax laws, Criminal Investigation responds with financial investigations and potential criminal prosecutions to promote compliance and confidence in the fairness of the tax system.

WHAT DOES AN EQUAL EMPLOYMENT (EEO) SPECIALIST DO? As an Equal Employment (EEO) Specialist you will be responsible for developing and supporting many programs, including Federal Equal Opportunity Recruitment, Affirmative Employment, Special Emphasis Programs, Diversity, Persons with Disabilities, and Prevention of Sexual Harassment. In this position, you will provide service, guidance and training to employees and to managers on all EEO process matters and conduct studies to solve broad, difficult and complex equal employment opportunity problems through systematic fact finding, analysis and consulting efforts.

IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 2 years of continuous service; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion is not guaranteed or implied.

If selected, you will be placed in a position as an Equal Employment (EEO) Specialist, GS-0260-09, with a Career Ladder GS-09/11/12/13 in the Crinimial Investigation Division.

The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

As an Equal Employment (EEO) Specialist you will:
  • Perform complex assignments related to the management or implementation of EEO Programs, such as Complaint Processing, Affirmative Employment, Reasonable Accommodations, Sexual Harassment, and Diversity.
  • Review legislative and program proposals to determine overall impact on EEO programs and initiatives and makes appropriate modifications.
  • Initiate studies of occupations in which discrimination is apparent and formulate corrective action for implementation.
  • Develop technical advice and guidance to all levels of management by interpreting, clarifying and developing guidelines for program implementation.
  • Implement programs to educate managers, supervisors and employees in order to enhance their understanding and gain their acceptance of IRS EEO and Diversity Programs.
  • Collect, analyze, and prepare EEO statistical data, comprehensive reports, notes trends, and/or omissions, conduct studies, organizational reviews, and workforce analysis to identify systemic equal employment problems within the Service.

GS-09 LEVEL: You must have 1 year of specialized experience at the level of difficulty and responsibility to the GS-7 grade level in the Federal service. Specialized experience for this position includes: demonstrates knowledge of Federal EEO laws, regulations, policies, and procedures sufficient to recognize and solve individual EEO issues, make technical recommendations, and to identify barriers to equal employment. To be qualifying, your experience must be sufficient to demonstrate the ability to: Collect and analyze EEO statistical data, and prepare comprehensive reports; Participate in studies, organizational reviews or workforce analyses to identify systematic equal employment problems; Provide assistance to EEO managers, Counselors and employees with issues related to complaint processing; and Assist in implementing EEO education programs for managers, supervisors, and employees to enhance their understanding of EEO and Diversity programs. OR

Master's or equivalent graduate degree in a related field of study such as: law, psychology, or human resources. OR 2 full academic years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR LL.B. or J.D., if related. OR

In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.
