In this position, you will be serve as Budget Analyst - (Formulation).Typical work assignments include:
  • Serves as a Budget Analyst with overall responsibility for the total spectrum of programming and budgeting functions of the office of Budget and Performance Planning;
  • Plans, organizes, and carries out major, substantive budget analysis for a significant program component.
  • Analyzes and interprets congressional legislation and OMB directives and provides budget execution advice.
  • Prepares and participates in periodic program reviews to determine progress against approved funding, schedules and objectives.
  • Prepares monthly variance reports and monthly status of funds reports for assigned programs.
  • Ensures the effective integration of program and budget planning, formulation, and execution.

Qualifications

You qualify for the GS-13 grade level (starting salary $99,172.00) if you possess one year of specialized experience at the GS-12 grade level performing the following duties:

1) Providing technical guidance to personnel responsible for budget, financial, and revenue assignments;
2) Performing a wide range of analytical, technical and advisory functions related to the budgetary and financial analysis processes;
3) Developing control systems to evaluate and monitor an organization's fiscal costs, trends, and forecasts and the use of funds to support specific projects;
4) Providing briefings to managers and other appropriate personnel detailing program impacts and procedural changes; and
5) Providing clear and accurate analysis, identification of trends, and measures of results against budgetary and revenue goals.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
