Summary

Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD. This position serves the Service Application Support Division, supporting DMDC missions, functions, operations, and organizational culture within the DoD components.

Responsibilities

As a IT Specialist (DATAMGT) at the GS-2210-9/11/12 some of your typical work assignments may include:
  • Serve as the central point of contact within and outside of the agency in matters of functionality, data content, and interpretation of database information contained in their area of expertise.
  • Manages the data and computer programs used for the creation and incorporation of the assigned database into the overall personnel security system, to include documentation of the database and associated files within the system.
  • Works with the data providers to improve the accuracy and the timeliness of the data provided to the DMDC through several automated systems that relate to personnel security programs.
  • Responsible for designing, developing, and implementing updates, improvements, or revisions to the programs and models to conform to legislative or policy changes.
  • Develops technical specifications to create new or to modify existing databases. Gives detailed technical guidance to IT specialists and management analysts.
  • Evaluates inquiries and data requests to define specific needs as necessary, communicates directly with requesting agency or DMDC analyst to clarify information requirements.
  • Receives, performs quality control, and publishes data for use within DMDC other agencies. Incumbent will publish data for use within DMDC and for customers

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Designing data management systems that meet sponsor and user requirements;
  • Trouble-shooting and debugging software during development and execution of quality control or software testing plans;
  • Developing and maintaining databases, such as SAS, PL/SQL or PL1;
  • Conducting data analysis, generating reports and clearly summarizing analysis into technical documents and detailed data transmittal letters
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
  • Designing data management systems that meet sponsor and user requirements;
  • Trouble-shooting and debugging software during development and execution of quality control or software testing plans;
  • Developing and maintaining databases, such as SAS, PL/SQL or PL1.
B. a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the field of Information Technology.

You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
  • Using database management concepts, principles, and methods in order to assist in the design of data management systems;
  • Trouble-shooting and debugging software during development and execution of quality control or software testing plans;
  • Using database management systems and query languages to analyze data.
B. Master's Degree or equivalent graduate degree in the field of Information Technology or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

In Addition to meeting the requirements above, you must also meet the following Selective Placement Factor:
SQL programming language and skills in data quality control techniques and data validation against defined requirements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level.

GS-09 and GS-11: You MUST provide transcripts or other documentation to support your educational claims. Unofficial transcripts are acceptable at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

This position will relocate to Ft. Meade, Maryland or surrounding area not later than October 1, 2020. The position will convert from the competitive service (title 5) to the excepted service (title 10) and transition from the Defense Human Resources Activity to the Defense Security Service. The employee will also likely be detailed to the Ft. Meade area as early as October 2019.
