Summary

This position is located in the Office of Executive Resources, Human Resources Center (HRC), Office of the Assistant Secretary for Administration and Management (OASAM). The Office is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff.

This position is outside the bargaining unit.

Responsibilities

Works with the Office Director to develop, coordinate and lead the delivery of the full range of human resource services in support of the Office of Executive Resources programs, goals and initiatives. Develops, recommends and/or implements DOL wide policies and procedures necessary for the efficient and proper operation of executive resources programs and services. Ensures compliance with regulatory, legislative, and Departmental HR policies and procedures.

Oversees the SES and SL performance appraisal process and pay and bonus recommendations, coordinating all matters for the Performance Review Board and Executive Review Board. Develops new or revised policy or guidelines for the SES performance management and compensation systems.

Reviews, analyzes and interprets legislation, OPM regulations and guidelines pertaining to all program requirements associated with Departmental operations of the full range of executive resources policy development.

Provides oversight of administration of Department wide HR programs for SES positions (career and non-career), Schedule C, Senior Level, ST positions and presidential appointees that includes personnel management, resource management, staffing, recruitment, classification, position management, HR processing, onboarding, and out processing.

In coordination with the Office Director, manages and oversees the political administration transition in DOL.

Works with senior leaders to develop and coordinate the biennial review and requests for SES and SL position needs and makes recommendations. Prepares the DOL submission to OPM.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is described as experience administering the full range of human resource services in support of an executive resources program; developing and coordinating reviews and requests for position needs and managing allocations; and serving as an HR advisor during political transitions.
