The HRS, CLD, Process & Performance Improvement Program is seeking a high-performing, innovative individual that will serve as a Project Manager advancing a wide range of process and performance improvement training and project-based learning initiatives for public sector customers.

Responsibilities

  • Apply a wide range of qualitative and/or quantitative process improvement methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
  • Evaluate education and training program effectiveness using industry standard evaluative methods to measure the program?s impact on performance.
  • Select and apply process improvement problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team in identifying the parameters of a viable solution for customer organizations.
  • Clearly and regularly communicate status of assignments, projects, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines for completion.
  • Prepare reports or presentations that highlight the process improvement programs impact on individual and organizational performance utilizing proven methods such as Lean Six Sigma
  • Develop project plans, timelines and resource recommendations for process and performance improvement training and project based learning initiatives to address complex issues in public sector organizations.
  • Manage financial operations to ensure each process improvement project recovers all associated expenses and overhead costs.
  • Develop, brief, and execute process improvement project plans according to milestones, timelines, costs, and scope in IAA/SOO.

Qualifications

For the GS-13: You must have one (1) year of specialized experience at the GS-12 grade level or higher in the Federal government performing all of the following duties:
  • Leading and executing projects and initiatives in a cost recoverable or fee-for-service business environment.
  • Utilizing oral and written communication skills to achieve successful outcomes in process improvement project plans, timelines, and resources.
  • Leading multiple process improvement projects, accounts, and reports simultaneously, drafting solutions for potential customer agencies using multiple sources of data including specific agency goals, needs assessments, and analyses.
  • Demonstrating strong attention to detail and problem solving skills utilizing industry best practice process improvement methods (e.g. Lean Six Sigma), to provide the highest level of service to customer agencies.


Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 level.
