Responsibilities

You will:
-Develop and manage the Agency Federal Information Technology Acquisition and Reform Act (FITARA) program and coordinate the activities with other FITARA program staff, with the Division Director and Agency information technology and information management senior leadership.

-Develop, implement, ensure compliance with plans, policies, standards infrastructures and architectures that establish the framework for the management of all IT programs.

-Oversee the implementation of Federal contracts.

-Provide a wide range of timely and appropriate communications (briefings, presentations, talking points, emails, etc.) for conveying highly technical information, issues and recommendations in a easily understandable manner to individuals at all levels of the Agency from the Deputy Administrator to the staff level.

-Serve as a team leader over a team consisting of two Information Technology Specialist (PLCYPLY) and one Program Analyst.

You will spend 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Occasional travel - You may be required to travel 25% of each month.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

You must have IT-related experience demonstrating each of the four competencies listed here: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as advising management on issues related to Federal Information Technology Acquisition Reform Act policy and/or program effectiveness; developing strategic plans, programs, and/or policies.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

-Knowledge of policies, procedures, and practices related to FITARA and more generally to the management of information technology and information management projects, programs and services.

-Knowledge of key Federal information technology laws, regulations, and Office of Management and Budget (OMB) and National Institute for standards and Technology (NIST).

-Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration, acquisition strategies, financial, technical and other analyses, agency working capital fund.

-Knowledge of the principles and methods of capital investment analysis (Capital Planning and Investment Control or CPIC) and business case analysis.

-Ability to identify information systems requirements; design or conduct analytical studies; cost-benefits analyses, or other research.

-Ability to identify, distribute and balance workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
