The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

Responsibilities

As a PROGRAM ANALYST (TRAVEL PROGRAMS) at the GS-0343-14 some of your typical work assignments may include:
  • Assisting the Director and senior leadership cadre in oversight and management of all matters in the Defense Travel Management Office (DTMO), ensuring that the continuity and conformity of program execution is in accordance with higher level strategic guidance.
  • Providing recommendations on management analysis and study theories to improve the effectiveness and efficiency of operations for a wide range of organizational programs.
  • Advising the Director and senior leadership cadre on all matters, programs and policies impacting the organization and recommends strategies to improve capabilities and services.
  • Collecting, analyzing, and providing the DTMO Director and senior leadership cadre with objectively-based information for making strategic planning decisions.
  • Updating and maintaining DTMO functional analysis, to ensure alignment with the organizational structure.
  • Developing and conducting business case analysis in support of DTMO strategic initiatives and programs as directed.
  • Acting on behalf of the Director, at his/her request, as the principal point of contact for all DTMO matters, to include, commercial travel policies and programs within DoD and, when appropriate, the travel industry.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Participating in travel operations strategic planning.
  • Participating in planning and execution of component/agency Business Operations Plan.
  • Providing input to the development of higher level strategy documents to include: the Business Operations Plan, and Human Resources Management Functional Strategy.
  • Supporting the development of strategic communications, planning, programming and budgeting documents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
