The HR & Compliance Program Specialist contributes to the accomplishment of Human Resources practices and objectives by ensuring strict adherence to data integrity and compliance with regulatory requirements. This position works collaboratively across the organization to support all compliance, HR systems and process requirements.HR Information Systems (HRIS)Maintain accurate electronic employee records in the HR information system including, initial data entry and continued maintenance of employee records.Create a variety of standard and custom reports from all HR systems.Conduct timely audits on all transactions entered to identify and reduce data entry errors.Mitigate benefit enrollment and payroll related errors through effective quality control measures.Support HRIS projects across a wide range of topics including implementations, upgrades, system design changes, the addition of new fields and changes to existing structures.HR & Program ComplianceDevelop, implement and maintain compliance tracking processes/audits for all programs and departments to ensure adherence to all relevant regulations, accuracy, and timeliness.Provide support to program managers when preparing for accreditation and licensing site visits.Support site visits and audits in person as needed.Build an effective knowledge base to include existing, revisions and updates to federal, state, and local legislation, regulations set by CARF, COMAR, NCASES, DHMH/DHR, IDEA, and certification requirements for operating nonpublic schools, outpatient mental health clinic, residential care facility and Treatment Foster Care.Other ExpectationsMaintain flexibility in work schedule to include occasional evenings and weekend work sessions.Be available for travel to all agency sites to assist in monitoring and/or conducting Human Resource services.Qualifications:Required -Bachelor's degree in Human Resources, Business Administration, Human Services or a related field from an accredited college or university required.Preferred Master's Degree in Human Resources, Business Administration, Human ServicesWorking knowledge of agency compliance, quality control and/or audit procedures.Highly proficient in Microsoft Word, PowerPoint, Access, and Excel.Intermediate HRIS knowledge - ADP, Ultipro, Paycom etc.Exposure to the development of a data warehouse using MS Access.exceptional organization skills and high attention to detailRecords management and retention knowledge.Demonstrated experience working in high volume and fast-paced environments.Exceptional written and oral communication skills.Ability to interpret and apply policies and procedures accurately.
