They are currently seeking a replacement for their CFO as they are retiring in mid August. The position requires an understanding of financial statement preparation and accounting standards at the level of a CPA, excellent analytical skills, proficiency in Excel, and a high degree of professionalism, including outstanding communication and presentation skills. Experience with governmental accounting standards is almost a must have and/or Deltek Costpoint is certainly a plus. Statement of Work,The CFO will work on the following specific financial activities in addition to overall oversight of the Office of Finance and Accounting:Fiscal year end * Analyze and close out projects* Prepare a preliminary fiscal year end forecast* Prepare adjusting journal entries* Determine revenue recognition based on governmental accounting standards* Review the trial balance and confirm balances* Calculate actual vs target indirect costs and adjust as per "fixed with carryforward" indirect rateFinancial reports and single audit* Prepare preliminary financial statements for fiscal year end and present to the Board of Directors in October* Prepare the MD&A for the single audit report* Review calculations and correctness of the SEFAMember dues assessment* Review member dues and regional fee assessment invoices for fiscal year end.* Prepare and distribute population estimates for fiscal year end member dues and regional fees* Calculate the fiscal year end member dues and regional fees based on formulas* Prepare the annual proposed member dues and regional fee assessment for fiscal year end for presentation to the Budget and Finance Committee.5-Year Capital Plan* Prepare a 5-Year capital expenditure plan, to be presented to the Board of Directors.Indirect cost plan proposal* Prepare the Indirect Cost Plan Proposal for submission to the cognizant agency.Budgeting, financial planning, and analysis* Work with department directors to continually monitor activities and spending and ensure compliance with the approved budget* Provide financial forecasts and analysis to the executive office and department managers as neededSupervisory and management responsibilities* Head a department of fourteen staff, and directly supervise the Controller, Contracts and Purchasing Manager, and Senior Project Accountant.Business ManagementDirect the financial affairs of the organizationImplement and monitor fiscal policies and goalsAdvise senior management on financial and budget issuesShort-term and long-term forecasting and planningReview business plans and options to ensure they are grounded in solid financial criteria, and provide insight and analysis to support recommendations and decisionsFinancial Reporting and ProcessesEnsure accurate and timely financial reports and informationMaintain effective internal controls to reduce the chance of error, fraud, or misstatementEnsure timely completion of the annual auditEDUCATION AND EXPERIENCE* 10 years of professional experience, with at least 7 years in a CFO, finance director, or senior management position in the accounting or finance department of a government, nonprofit or public agency * Significant experience utilizing sophisticated and complex accounting software packages such as Deltek Costpoint, Intacct, Solomon, MS Dynamics GP, NetSuite, or similar applications* CPA certification is highly desirable.* Experience with governmental accounting standards is a plusAll applicants, please send your resume to Ty Smith at [Click Here to Email Your Resume].Robert Half Finance & Accounting, the world's leader in specialized financial staffing, provides exciting full-time opportunities in the areas of accounting, bookkeeping, finance, audit, taxation and more.
