Summary

The Office of the Assistant Secretary for Financial Resources advises the Secretary of Health and Human Services on all aspects of budget, grants, financial management, and acquisitions and directs these activities across the Department. Serves as an advisor to the Secretary on all policy issues. Works with the Congress and Office of Management and Budget (OMB) on the Department's budget requests and initiatives, and serves as Health and Human Services liaison to the Appropriations Committees.

Responsibilities

As Deputy Assistant Secretary for Operations and Management, the incumbent provides executive advisory service to the Assistant Secretary for Financial Resources in the executive direction of a staff responsible for resource planning, automated management information systems, financial management, and administrative management activities.

While a primary focus of the incumbent is management and administrative operations, His/her expertise, advice, and counsel are also sought for all programs and their impact on the strategic plan and objectives of the Assistant Secretary for Financial Resources and the subsequent offices. Provides direction, assistance, and support for all operations and activities of the Office of the Assistant Secretary for Financial Resources, including staffing, recruitment, performance management and awards.

Assists the Assistant Secretary for Financial Resources in assuring that the conduct of administrative and financial management activities, including budget, finance, personnel, organizational methods, grants, contracts, procurement and property, records, and similar support activities, are efficient, effective and accountable.

Assists in efforts to coordinate and standardize administrative data collection activities agency-wide; the development and implementation of agency-wide information models and systems to be used by managers to facilitate effective strategic planning, set priorities, distribute resources, monitor the achievement of program goals, productivity, performance, and other key management issues and concerns.

Participates with the Assistant Secretary for Financial Resources and other management officials in the formulation of the basic policies and operational philosophy which guide the agency to effectively integrate and implement its responsibilities in these functional areas.

Translates and/or interprets broad policy and operational concepts in making program decisions relative to these areas.

Works to improve the quality, timeliness, and delivery of support services to the organization.

Qualifications

Open to all groups of individuals currently within the Federal civil service. SES reinstatement eligibles and SESCDP graduates may also apply for noncompetitive consideration.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.


All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Professional/Technical Qualifications (PTQs):

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  • Demonstrated experience in developing, justifying, and executing budgets and overseeing a multimillion dollar budget within the organization with multiple funding sources and administrative components.
  • Demonstrated experience implementing or improving program integrity, enterprise risk management, and internal controls for administrative operations supporting an organization with diverse policy-making and shared service components.
  • Demonstrated experience leading a large professional staff, major organizational changes, business process reengineering, or transformation initiatives resulting in greater efficiency, reduced costs, better customer service, and an improved employee work environment.
  • Ability to communicate effectively, both orally and in writing, with senior management level officials and senior representatives from other Federal agencies and constituent organizations.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
