Summary

The Special Inspector General for the Troubled Asset Relief Fund has the authority to appoint highly qualified re-employed annuitants with a salary offset (reduction) waiver. Appointments may be permanent or temporary, not to exceed one year, which may be extended yearly. All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

Responsibilities

As the Deputy Special Inspector General for Audit you will:
  • Plan and executes an audit program that provides for independent reviews and appraisals of the operation of the TARP. These reviews provide information on the condition of all functional activities of the TARP, and are sufficient in scope to provide a basis for constructive management action by responsible officials.
  • Provide overall leadership and direction for evaluating the vulnerability of TARP operating activities to problems, and recommends action to pursue in planning audit coverage that provides for:

- Systemic verification and analyses of functional transactions;

- Assessments of the design and development of new and existing information systems;

- Appraisals of the effectiveness and efficiency of TARP programs and operations; and

- Execution of the responsibilities mandated under the Chief Financial Officer's Act relating to audits of TARP financial statements.
  • Perform quality assurance of audit activities by assessing the execution of audit operations and their adherence to the GAO's Government Auditing Standards; identify operational concerns in SIGTARP audit and evaluation activities and prepares reports that recommend appropriate management actions; monitor and evaluate audit and evaluation activities using qualitative and quantitative methods of analysis; and recommend new procedures and techniques for improving the overall quality of audit operations.
  • Formulate and maintain SIGTARP audit and evaluation policies, procedures, and program guidelines; develop and maintain audit and evaluation management information systems; and produce management information reports for use by SIGTARP managers.
  • Develop and maintain the professional skills of audit and evaluation personnel by determining training priorities and goals of the audit and evaluation training programs, identifying training needs, and defining and articulating training objectives.
  • Supervise senior auditors and evaluations who plan and execute the audit and evaluation program of the TARP, including: information systems; financial management activities; headquarters operations; and the programs and operations of TARP.

You must meet the following requirements by the closing date of this announcement.

Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Part I. Technical Qualifications (TQs) -The TQ questions are mandatory for all applicants.

TQ 1: Demonstrated executive level experience leading and directing a multi-disciplinary team to develop and recommend solutions for a wide range of issues or studies concerning the efficiency and effectiveness of a high profile program, including operations and internal programs.

TQ 2: Demonstrated knowledge of Inspector General programs, operations, systems, legislative history, mission and systems to sufficiently plan and conduct major program reviews, audits and evaluations within an IG office to determine analytical methods to be applied, discern organizational relationships, reach conclusions and provide recommendations to streamline operations, improve service and productivity, and reduce program vulnerabilities to fraud, waste, abuse, mismanagement, and ensure program compliance with regulatory and policy requirements.

TQ 3: Demonstrated skill in serving as an advisor and authority on matters related to inspections or evaluations reviews, including complex and sensitive cases in order to conduct studies and consult with Department level clients, private industry, other federal agencies, and state and local entities.


Part II. Executive Core Qualifications (ECQs) - ECQ questions are mandatory for all applicants UNLESS you are a current member of the career SES, a former career SES member with reinstatement eligibility, or an OPM/QRB certified candidate.

ECQ 4: Business Acumen This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
