Responsibilities

Member of the Program Review Division, Program Review Branch and is stationed at the agency's Central Office in Washington, D.C.

Participates in program reviews of Health Services activities performed at the Central Office, at regional offices and in field facilities.

Bureau expert on Health Services Program Reviews and acts as Examiner-in-Charge of other review team members during on-site program review.

Performs field reviews and management inspections in the Health Services area and assists in providing technical management information and advice in the area of Health Services field reviewing and management inspection.

Analyzes Health Services programs and operations, organization structures and policies to assist in determining desirable changes in staff activities, in ascertaining whether the greatest application of management, manpower, funding, and material is being made, and in judging the utilization and training of Health Services staff members in field facilities, regional offices and Bureau headquarters.

Responsible for knowing and using all policies, procedures and practices in effect throughout the Bureau in the field of Health Services and is further responsible for making recommendation for correction of problems and finding solutions for difficult problems note.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education

There is no substitution of education for specialized experience for this position.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas, such as budget, personnel, and procurement.

Some examples of this qualifying experience are:
  • Experience researching, generating, and editing health services reports.
  • Experience analyzing and interpreting complex technical material and providing sound advice on concepts, principles and practices relating to the program.
  • Experience in giving direction to a team of evaluators at the department head level or who are specialists in a particular component of the discipline.
  • Experience in planning, organizing, conducting and reporting on evaluations of agency programs and operations within the area of Health Services.
  • Experience in giving direction to a team of evaluators at the department head level or who are specialists in a particular component of the discipline.
  • Experience reviewing work in progress as well as draft reports, working papers, and summaries for compliance with evaluation objectives and policy guidelines.
  • Experience drafting suggested plans, approaches, and objectives as well as recommending areas where additional review would have a significant benefit.
  • Experience reviewing problem areas with agency program managers and recommending changes in policies and program directives to correct deficiencies and improve operational efficiency.

The representative rate for this position is $109,088 per annum ($52.27 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
