Summary

The Headquarters Information Technology and Communications Division (HITCD) seeks a highly skilled information technology leader to serve as Technology Services and Solutions Branch Chief.

This position is being announced in conjunction with vacancy announcement number HQ19D0031 open to all U.S. citizens and nationals. Only one position will be filled as a result of these two vacancy announcements.

Responsibilities

  • Serves as a subject matter expert in Information Technology Infrastructure Library (ITIL) principles and standards.
  • Provides leadership in portfolio management, governance, and program & project management. Ensures integration of services provided by the branch and supports the verification and validation of service integration across the Division.
  • Manages the Systems Engineering and Implementation team responsible for design and architecture of technical platforms and infrastructure for applications and services.
  • Provides technical leadership in systems engineering and implementation methodology and standards. Provides technical leadership in software engineering.
  • Provides management and oversight of the Agency Cloud Architect to ensure enhancement of cloud services and capabilities. Serves as a cloud subject matter expert for the division.
  • Identifies metrics relevant to the management of technology services, solutions, assets, and investments.
  • Works closely with the Division's Deputy Chief Information Officer, Quality Manager, and Technical Director to manage and maintain the Division's framework for metrics management and analysis.
  • Works closely with the Division's leadership team and technical leads to assist in the assessment of service demand, utilization, capacity, and effectiveness.
  • Provides strategic, tactical, execution, and management goals and objectives for the Technology Services & Solutions Branch.
  • Performs contract management activities for significant, highly specialized procurement; monitoring contract performance on contract, regulatory, and statutory provisions; and providing status of contract performance.
  • Contributes to the development and execution of the Division's IT Strategic Plan. Designs and conducts a variety of comprehensive studies and detailed analysis of complex functions and processes related to long-range IT planning.
  • Serves as one of the Division's Knowledge Management Leads providing guidance on the management, maintenance, and control of knowledge, data, and information within the Division.
  • Supports the Division's Technology Management & Planning functions such as, but not limited to, emerging technology, enterprise architecture, and technical obsolescence mitigation.
  • Serves as one of the Division's subject matter experts in data analytics. Manages and oversees data management and data modeling for the Division.

Applicants must have IT-related experience demonstrating each of the four competencies below:

1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication: Express information (for example, idea of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); and responds appropriately.

4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as:
1. A leadership role in the development of policy, guidance, and directives related to the assessment, utilization, implementation, management, acquisition, technology management, and planning for a full range of IT resources and services;

2. Technical experience with Amazon Web Services (AWS) OR Microsoft Azure; AND cloud technology, cloud architecture, and cloud services; AND

3. Technical experience in THREE of the following: software development, data management, data analytics, enterprise architecture, IT standards/policies, and ITIL.
