Responsibilities

  • Conduct long and short-term evaluations and reporting to identify issues and to capture measurements of fiscal activities (e.g., financial problems/resolutions, support requirements, customer training needs, etc.). Research and interpret Financial Regulations to make recommendations in resolving complex financial issues. Performs a wide variety of financially-focused, programmatic, and evaluative functions in implementing the financial management criteria and guidelines as they relate to the OBF responsibilities.
  • Perform analyses of budgetary and accounting transactions that affect the accounting system and subsequent financial management reporting. Prepares reconciliations of accounting and financial data between the operating Divisions and Offices. Surveys problems and recommends or implements appropriate actions to be taken in response to changes in requirements and administrative programs. Assist with the analysis and reconciliation of past and current year fiscal transactions to identify program strengths, trends, and deficiencies; making recommendations for future program modifications to correct deficiencies. Participates in the design and implementation of internal control procedures to insure the integrity and accuracy of accounting data and the propriety of the interfaces between external and internal financial systems.
  • Provide general and specific written and oral responses to inquiries from customers, such as financial managers, program managers, and vendors on problems involving financial operations. Acts as liaison between PDS and other Government agencies for the prompt resolution of financial issues. Assists in dealing with sensitive material on a wide variety of topics which requires knowledge of PDS operations and a high skill level in written and oral communication. The incumbent must apply tact and technical accuracy.
  • Serves as the primary fund control certifying officer for PDS. Certifies the availability of PDS funds on financial documents and is responsible for the management control over the flow of financial document processing and the commitment of funds along with the validation of open commitment and obligation records. Track status of funds by reviewing commitments, obligations, expenditures and reconciling internal ledger/database with the official accounting system to avoid Anti-Deficiency Violations. Maintains fund control records and monitors the status of fund availability for the PDS appropriation. Provides managers with budget estimation support based on historical information.
  • Develops and recommends methods to increase the efficiency and effectiveness of financial systems support and fund control methods. Maintains and updates financial management handbooks and other media; communicates with managers on issues of proper documentation, authorization and appropriateness of financial transactions; communicates new policies and procedures to PDS staff; provides technical financial and budgeting assistance and training to staff, provides management informational reports on use of funds, and serves as a liaison between OBF functions and the PDS Divisions and other Federal agencies; provides guidance on policies and procedures for the processing of disbursements, provides analytical and evaluative support to the OBF staff on current financial management methods and practices; reviews and analyzes financial management policies and procedures; and maintains responsibility for the operations of day-to-day budget execution activities.
  • Participates in the implementation of new financial programs, initiatives, and directives from the Department of Treasury, the Office of Management and Budget, and the General Services Administration. The incumbent interprets and applies Federal appropriation law and PDS policy by assigning management structure accounts to financial documents for posting to the financial system.
  • Provides support to the professional staff by reconciling general ledger account balances to supporting financial documentation. Performs special projects as assigned by the CFO, devising solutions to special operational problems that may arise.

    Qualifications

    • Five years of experience as a financial management analyst.
    • Experience with budgetary operations: planning, programming, budgeting, and execution. Demonstrated ability in identifying and analyzing trends in the use of funds and recommending adjustments in program spending to program managers and staff officials in interpreting the impact of and planning for multi-year financial/budgetary and program changes.
    • Experience with monitoring the execution of short- and long-range detailed budget forecasts and plans to fund organizational programs and support activities; establishing financial and budgetary goals, timetables, milestones, and other criteria for measuring program achievements; planning the timely acquisition and use of funds through time-phased allotments and transfers of fund; adjusting long-range budget forecasts and monitoring their execution for organizational programs; analyzing costs, benefits, and trends in rates of obligation and expenditure of funds; and recommending ways to improve the utilization of funds.
    • Experience implementing guidelines which include policy directives and procedures; OMB circulars, regulations, and guidelines; basic legislation; federal appropriations laws; Federal Travel Regulation (FTR).
    • Proficiency with Oracle or similar financial system; Advanced Excel; Word; PowerPoint.
    • Knowledge of accounts payable operations and processes from requisition to payment


    Education

    Required Qualifications:
    • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
    Preferred Qualifications:
    • Related certifications: CDFM, CGFM, CPA.
