Summary

This position is in the Office of Information and Resource Management, Division of Human Resource Management, NSF Academy. Developing leaders is a key component of creating a continuous learning organization that can adapt to new challenges to accomplish the mission of NSF and uphold its culture of excellence. This position will be responsible for managing strategic initiatives in executive and supervisory development across the entire organization.

Responsibilities

Primary duties for this position include project management activities from setting strategy to garnering stakeholder support and engagement, the design and delivery of learning programs and workshops for NSF leaders, and providing consulting services to executives and supervisors on various topics including group dynamics, change management, and strategic planning.

Responsibilities include:
  • Builds collaborative relationships based on trust with executives and supervisors to provide them with custom solutions and interventions related to strategic planning, change management, and team building. Continually assesses the effectiveness of these interventions and recommends improvements.
  • Develops curriculum and skill-based workshops on a wide variety of topics and competencies for agency leaders based on adult learning and experiential learning principles. Uses an innovative approach to curriculum design that blends learning activities such as coaching, role-playing, case studies, reflection, group discussions, and audio/video presentations. Builds opportunities and commitments to apply skills into the curriculum to solidify leaders' learning.
  • Facilitates in person workshops with large groups of executives and supervisors by creating a participatory environment, encouraging discussions, and asking powerful questions to ensure leader engagement and learning.
  • Stays current on best practices by reviewing professional literature and participating in knowledge sharing events related to organizational and leadership development. Acts as the expert within the team and for executives and supervisors on issues relating to organizational and leadership development.

Additionally, you will manage and/or contribute to projects, programs and contracts where you will need to partner with others within the NSF Academy as well as across the Foundation to successfully accomplish your work.

Qualifications

To qualify at any grade level, applicants must have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major or equivalent in psychology.

In addition to the basic education requirement above:

To qualify at the GS-12 level, you must have at least one year of specialized experience, equivalent to GS-11 in the Federal service. Specialized experience for this position is experience involving the application of projects in industrial and organizational psychology and independently working on portions of a larger team project with some limited supervision and guidance. Examples of specialized experience may include working as part of a team in :
  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

To qualify at the GS-13 level, you must have at least one year of specialized experience, equivalent to GS-12 in the Federal service. Specialized experience is experience in carrying out the full range of projects in industrial and organizational psychology where you are fully responsible for the soundness and validity of your work, relying on others only periodically for advice or consultation. Examples of specialized experience may include serving as the expert in:
  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience is experience in leading the design and implementation of projects in industrial and organizational psychology and having full professional responsibility for your work and the work of others on your team. Examples of specialized experience may include leading a team to carry out:
  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

In addition to meeting the minimum qualification requirements described above, all candidates must meet the following selective factor. Candidates who do not show that they meet the selective placement factor will no longer receive consideration for the position.

Selective Factor: Extensive experience in organization(al) development.

**Though this position is not a supervisory position, previous supervisory or managerial experience is preferred. Such experience could be leveraged in workshops and programs designed for leaders and would also be beneficial in building rapport with supervisors.
