Responsibilities

In this position, you will serve as a senior management official for the development and implementation of mission essential national program goals and objectives involving FPS law enforcement, security, emergency communications, continuity of government, incident command system and emergency response team programs. You will manage the day to day activity of law enforcement operations at the Headquarters level. Typical work assignments include:
  • Supervising the activities of law enforcement, security personnel and operational readiness support personnel involved in compliance, enforcement, investigation and inspection activities, as well as enabling support of those activities.
  • Managing the development of new approaches to mitigate weaknesses and vulnerabilities in ongoing operations and monitoring the progress of program improvements.
  • Consulting with all levels of management and headquarters personnel; foreign governments; Federal, State, and local government agencies; and other law enforcement agencies.
  • Working with program directors to ensure that concerns such as proper requirements definition and adequate funding are met.
  • Reviewing specific goals and objectives and/or monitoring the sequence and timing of key program events and milestones.
  • Evaluating new or modified legislation, operating processes and proposed regulations and agency guidance for projected impact upon the organization's programs, services and resources.
  • Managing, reviewing, and assessing budgets, spend plans and their execution.

Qualifications

You qualify for the GS-15 grade level (starting salary $137,849), if you have one year of specialized experience at the GS-14 grade level performing all of the following duties:
  • Supervising law enforcement, security personnel and operational readiness support personnel in order to integrate nationwide inspection, enforcement, and/or security work used to develop new techniques, legal processes and/or approaches resulting in effective operations;
  • Evaluating and making recommendations concerning overall plans and proposals for major agency and interagency protective service projects;
  • Integrating law enforcement, compliance and protective countermeasure programs to provide detailed advice, guidance and recommendations to agency management and/or other senior agents, officers, and/or inspectors on critical security practices and operations;
  • Giving advice to top level agency managers regarding new developments and advances in communication technologies and security/law enforcement techniques, relating to the protection of critical government infrastructures;
  • Formulating, developing and writing policies that impact agency-wide programs with nationwide implications for an organization.
Additional Requirements:

Law Enforcement: The position possesses law enforcement authority under 40 U.S.C. § 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, federal employees, and members of the general public located and/or conducting business in government-owned or leased properties. Under vested 40 U.S.C. § 1315 authority, the incumbent must also meet the following requirements:
Pre-employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also, successfully the person must pass a pre­employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities); etc. given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation.
Training Program (CITP) or Uniformed Police Training program (UPTP): CIPT or UPTP meets the firearms training requirement.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment
Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with the Office of Personnel Management (OPM) and Federal Protective Service (FPS) policies and guidance.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
