The incumbent will be leading, mentoring, and training staff in accordance with Federal laws, rules, and regulations related to payroll processing, time and attendance, and leave and pay administration (coding and processing of biweekly timesheets and salary payments; processing of payroll documents including, but not limited to, garnishments, child support payments, tax levies, bankruptcies, association and union dues, lump sum payments, restoration of forfeited leave, and time off awards; reviewing and certifying entitlements, indebtedness, pay and record transactions; and the maintenance, control, and disposal of payroll records and files); monitoring daily payroll reports to review status and ensure timely and accurate processing; providing advice, guidance, and training to staff on policies and procedures; researching and resolving complex processing, pay, and leave issues; performing quality review of payroll actions and document processing for accuracy and timeliness, providing feedback to staff as necessary; developing and recommending standard operating procedures to supervisor; and monitoring and reporting of performance metrics. Partners with assigned HR Specialists to ensure accurate and timely processing of leave recipient and donor applications, as well as completion of corresponding detailed leave audit under the Voluntary Leave Transfer Program (VLTP). Provides guidance, troubleshooting support, and training to client personnel on time and attendance coding and system application, as well as payroll processing and the resolution of pay and leave errors.

Travel Required

Occasional travel - This position is located in Gaithersburg, MD and may require occasional travel to Alexandria, VA; Boulder, CO; and other NIST and/or training locations.

Qualifications

One year of specialized experience equivalent to at least the GS-8 level (or ZS-III at NIST). Specialized experience is defined as experience interpreting and applying compensation and leave administration laws, regulations, policies, and practices pertaining to biweekly time and attendance and payroll processing; applying problem solving techniques to resolve payroll related issues; and experience providing guidance to employees in processing time and attendance records and resolving pay and leave errors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
