Summary

Serves as an Electrical Engineer in the Operations and Maintenance Branch of the Facilities Management Division at NASA Goddard Space Flight Center in Greenbelt, MD; oversees operation/maintenance of facility electrical systems such as HVAC, steam, chiller water and chiller/boiler plants, sewage, compressed gases, vacuum, fire detection, fire protection, special process systems, power plants, spaceflight tracking facilities, clean rooms, and special purpose laboratories.

Responsibilities

• Oversees/monitors contractor performance in operating/maintaining electrical systems for electrical substations, generating plants, motor controller centers, chiller plants, transformers and uninterpreted power supplies.
• Manages and oversees corrective actions for electrical systems resulting from mishaps, audits, inspections, trouble calls, and discrepancy reports.
• Advocates for engineering solutions regularly and in the planning/budget process, design and construction process, activation and transfer process, and operations and maintenance of electrical systems.
• Provides technical insight into the cause and the plan of action when damaged, failed, or otherwise nonconforming electrical systems, equipment, or processes are encountered.
• Participates in preliminary and critical design/operational readiness reviews for completed projects; consults with technicians, engineers, safety professionals, facility managers, security officers, and management to resolve issues/anomalies.
• Reviews and verifies contractor work performance to assure technical proficiency and compliance with the technical provisions of the contract.
• Duties described above are for full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

Must have one year time-in-grade at the next lower grade level.

Applicant must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-13 consideration specialized experience is defined as professional working experience that included the following:

* Experience as a project manager and/or a multi-discipline team member overseeing electrical operations, maintenance and repair of substations, transformers, distribution systems, centralized chiller plants, motor controllers, generators and uninterpreted power supplies.

* Experience conducting in-house engineering reviews including performance of the office and field duties.

* Knowledge of and experience with applicable electrical building codes, statutes, and regulations sufficient to understand all requirements, standards, and codes for electrical systems, and the ability to apply this knowledge to a major, multifaceted government facility with critical hazardous operations.

To qualify for GS-12 consideration, specialized experience is defined as professional working experience that included the following:

* Knowledge of current electrical codes and standards and experience working on electrical systems, identifying problems and providing recommendations such as solutions to power quality and reliability issues.

* Experience working with low, medium and high voltage electrical system components.

* Experience using electronic computer systems such as power monitoring and trend analysis.

* Ability to communicate with both technical and non-technical stakeholders.

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus. Degrees in engineering technology are not considered to be qualifying for this position.

Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education.
