Summary

Recent Graduate IT APPSW positions are located in DOL, BLS, Office of Technology and Survey Processing. BLS' mission is to collect, analyze, and disseminate essential economic information to support public and private decision making.

Appointments are under the DOL Recent Graduates Program. The program duration is one year. Upon successful completion of the program and at the agency's discretion, appointees may be converted to term or permanent positions in the competitive service.

Responsibilities

Duties may include, but are not limited to the following:

1. Develop software applications using Java, .Net, or SAS, and Structured Query Language (SQL).

2. Code, test, and debug programs according to detailed requirements.

3. Support the maintenance of existing software applications.

4. Participate on a diverse team designing, documenting, developing, testing, and implementing software programs.

5. Support and provide quality customer service through the development, production, and integration of software applications that enable customers to successfully meet their business goals.

6. Adhere to a software development lifecycle.

Travel Required

Occasional travel - Some work may require travel and attendance at meetings and conferences away from the worksite.

Qualifications

Minimum Qualifications: Candidates must meet EITHER the requirements specified in the section titled Educational Qualification Requirements OR the requirements specified in the section titled Experience Requirements to qualify. Students who will meet the educational requirements set forth below within 90 days of the closing date may apply. See the Required Documents section for submitting necessary proof.

Educational Qualification Requirements

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree which provided a minimum of 24 semester hours in one or more of the aforementioned fields and required the development or adaptation of applications, systems or networks.

Experience Requirements

IT-related Experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit.

  • AND

    Applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level, GS-09, in the federal service. This 52 weeks of specialized experience must be in or related to the field of information technology, and must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. As such, specialized experience is defined as BOTH of the following:

    1. Experience developing software programs using Java; Java frameworks; .NET; NET framework; C#; SAS; R; SPSS; Stata; Mathematica; or, MATLAB.

    AND

    2. Experience developing software programs using Structured Query Language (SQL).

    Education

    Educational Eligibility Requirements: To be eligible for appointment, candidates must meet one of the following requirements (a or b):

    a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years. Students who are expected to meet the aforementioned within 90 days of the closing date of this announcement may apply.

    OR

    b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.
