Summary

This position is located in the Federal Motor Carrier Safety Administration (FMCSA), Office of for Enforcement. The individual in this capacity serves as the subject matter expert and the executive point of contact and advisor to the Associate Administrator on administrative management support issues relative to the administration and operational requirements that are essential to the direction and operation of the Office.

Responsibilities

As an Administrative Officer, you will:
  • Develop, initiate, and implement administrative policies and procedures for assigned areas of responsibility. Reviews, analyzes, and interprets administrative directives and policies issued by the Department of the Transportation, FMCSA, Office of Human Resources (HR), Chief Financial Officer, and the Office of Management and Budget (OMB). Recommend the establishment of, and prepare administrative policies and procedures for implementation throughout the Agency.
  • Provide advice, guidance, and assistance on the interpretation and application of a variety of standard operation procedures and/or instructions; participates in the development of strategic long-range planning for the Agency; analyzes plans to determine the impact on administrative processes.
  • Independently perform the full range of budgetary functions and duties associated with all phases of the budget process (e.g., formulation, justification, presentation, and execution) for the FMCSA.
  • Administer the budget for one or more fund control points and maintains budget control records. Exercises fund control authority and internal controls to assure that funds are used in accordance with the approved operating budget and FMCSA Operating Plan.
  • Serve as action officer between the servicing Human Resources Office personnel and the Office of Enforcement on all aspects of Human Resources management, reorganization, organization structuring, position classification and position management, and manpower utilization. Responsible for conduct of administrative work processes, procedural reviews, improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources.
  • Provide advice and assistance to management in the administration of budget, procurement, contract administration, human resources procedures

The ideal candidate has comprehensive knowledge of the principles and concepts in a wide variety of administrative management areas, such as financial management, human resources, contract administration, and management services in order to advise senior management.

This position is included in a bargaining unit.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:

  • Experience providing a wide variety of administrative services to enable efficient operation of an organization.

To qualify for the GS-11 on Education alone, you must have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify on for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
  • Experience providing administrative services including budget, procurement, human resources, management services, and records management in an organization and making recommendation to senior managers.

There is no education substitute at the GS-12 grade level.

To qualify on for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience analyzing administrative work functions and processes and making recommendations to improve efficiencies, and planning and coordinating budget and financial plans to support the Agency's goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
