Summary

This position is located in the United States Department of Labor (DOL), Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS), Office of Controlled Correspondence, Communication & Coordination (OCCC).

OCCCC ensures that policies, procedures, and responses to controlled executive correspondence and other prepared documents to reflect the priorities of the Administration to meet the laws and mandates promulgated by Congress.

Responsibilities

GS-12: The incumbent performs but is not limited to the following duties and responsibilities:
  • Responsible for general correspondence review. Receives, screens, analyzes, assigns, and tracks controlled executive correspondence from the public, academia, Congress, the White House, States, foreign heads of state and their representatives, and other governmental agencies. The incumbent reviews correspondence submitted to and received from the Office of the Assistant Secretary, and ensures compliance with ETA's policy guidance.
  • The incumbent applies comprehensive knowledge of ETA's organizational structure, missions, and functions to recommend methods, processes, systems, controls, and procedures for clearance in-take and tracking; Works closely with the Office's other senior-level Correspondence Analyst to ensure that policies and procedures on both in-take and clearance controlling sides of the Correspondence division are working in unison to support ETA in meeting its goals and mission.
  • Serves as the point of contact for appropriate agency correspondence staff on clearance training, submissions, and procedures. Responsible for reviewing, monitoring, and contacting agencies on overdue clearance requests. Maintains all clearance pending files and reviews and tracks open pending files for accuracy and complete processing and filing. Monitors quality control of clearance activities, including work load, productivity, efficiency and accuracy, and serves as a liaison between controllers and Supervisor of Correspondence and Office management, when needed.
  • Instructs appropriate Office staff, agency personnel, etc., on the clearance procedures and requirements for using and maintaining the Secretary's Information Management System (SIMS), and SIMS replacements.

Qualifications

GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized Experience: For this position, specialized experience is defined as:
  • Experience coordinating written responses to correspondence from the general public, other Federal agencies, and Congressional offices;
  • Advising organizational staff and leadership on technical and substantive compliance with agency/departmental correspondence management policies; and
  • Proposing and making recommendations to modify correspondence management policies, procedures, and operations.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Correspondence Management - Comprehensive knowledge of correspondence policies, procedures, and supporting applications.(e.g., information and document management systems, and tracking systems). Ability to develop, implement, and maintain projects that support and improve the efficiency and effectiveness of correspondence management activities.

Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.

Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

You must meet the cut off score of 85. Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc). The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings. Your resume MUST provide sufficient information to substantiate your vacancy question responses.
