The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 700 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Responsibilities

The Senior Communications Specialist will work on a variety of projects geared towards the Members of the U.S. House of Representatives, their staff, and external audiences. The incumbent will analyze, understand and manage stakeholder relationships and facilitate the development of strong client relations through development and execution of Office of Finance communications strategy and plan. Projects may include awareness campaigns and writing for a variety of publications, including websites and print. The successful candidate will partner with numerous internal and external stakeholders, assemble requirements, and work creatively to drive to results. S/he must be able to utilize their excellent writing skills to write technical information in an easy to understand message tailored to target audiences.

Major Duties:
• Create content and write in a clear and concise manner on topics ranging from financial services to information security. This will include writing for intranet and internet websites and a variety of publications including organizational status reports.
• Provide consultative services to internal directorates regarding communication projects.
• Initiate and direct meetings to better define customer goals, suggest enhancements to initial customer requests to create efficiencies, and maximize impact and budget.
• Copywrite and proof marketing materials, write original stories; oversee web and multimedia content creation including: production schedule, tracking, input for and supervision of the creative activities of in-house and outside organizations, ensuring that quality guidelines are met, and projects are completed on time.
• Assist in the management of legislative branch partner relations by facilitating communications, negotiating, and coordinating campaigns.
• Assists in the development and revision of specialized briefings on any topic covered in the Office of Finance. Able to refer clients to appropriate specialists and answer unit-specific questions about services and products available to customers.
• Leads the development of CFO outreach briefings, workshops, fairs (open season, health and wellness, House support services) etc. for the House community.
• Coordinate and create internal customers surveys on a variety of subjects.
• Perform other duties as assigned.

Qualifications

• Minimum 3+ years experience in a marketing/communications role on Capitol Hill, with an internet company, advertising agency or within a marketing communications department. Journalism experience with print, online or broadcast/cable company is helpful.
• Ability to independently create appropriate content and write in a clear and concise manner on a broad range of technical and non-technical topics to a variety of audiences.
• Must have solid understanding of current web trends and business practices.
• Experience with interactive marketing campaign management and tracking.
• Outstanding communications skills, both verbal & written; must have demonstrated proficiency in creating concise copy.
• Strong project management, vendor relations, and time management skills with the ability to work well under pressure in a fast-paced environment.
• Proficiency in Microsoft office suite, including Word and PowerPoint. Experience with Adobe products is helpful as is familiarity with Drupal or another content management system.

Education

• BS/BA degree in Business, Communications, Advertising, Marketing; or equivalent combination of education & experience.
