Summary:The Senior Payroll Manager (SPM) is responsible for managing all activities and resources of the Payroll Department and its systems including payroll processing and time tracking/absence management systems (Workday), nonresident alien tax compliance system (GLACIER), tax filing systems (ADP), and customer service tracking system (Jira). The SPM is responsible for making decisions and recommendations related to the operations of the Payroll Department, as well as facilitating design and execution of test plans, coordinating design and testing efforts with People and Culture (P&C) and Information Technology (IT), and ensuring adherence to change control processes for system configuration changes. The SPM is also responsible for validating, analyzing, reconciling testing outcomes, identifying and making necessary revisions and updates to policies, processes and procedures, including the payroll website. The SPM serves as functional project leader and subject matter expert on major projects such as system implementations, Workday weekly and bi-annual updates, business process reengineering, and nonresident alien tax compliance system evaluation. The SPM plays a key role in cross-functional projects and implementations across the Institute. Essential Duties and Responsibilities:Responsible for managing and supervising a team of three to four staff members; responsible for staff development programs and performance evaluations, maintenance and evaluation of job descriptions, salary increases recommendations, determination of staffing levels and office structure, as well as development of department objectives.Responsible for the processing and reconciliation of all payroll information including but not limited to time reports, withholding certificates, special foreign nationals taxation, over 40 tax jurisdictions at federal, state and local levels, benefit deductions, direct deposits, special payments, gross payments, taxes and deductions (and other items related to payroll) while complying with important deadlines and in accordance with policies and procedures.Responsible for all aspects of each pay cycle including, but not limited to pay calculation, pay confirmation, reporting, and system integrations in order to ensure an accurate and timely payroll.Responsible for maintaining payroll system configuration tables including earnings, deductions, W-2 configuration, state tax exceptions, payslip configuration, pay period schedule, foreign national - state tax maintenance, and related calculations.Serve as system administrator for the payroll system, maintain payroll system configurations or partner closely with Information Technology (IT) to make configurations, identify, research and resolve system issues, calibrate proposals and solutions with internal and external resources to provide application support to payroll operations; identify system issues, troubleshoot solutions, determine root cause and implement final resolution.Maintain knowledge of and compliance with multi-state taxing authorities laws and regulations including reciprocity, annual review of foreign national status. Apprise management, staff, and employees of changes in taxing regulations impacting the Institute.Serve as functional project leader and subject matter expert on major ongoing projects such as Workday weekly and bi-annual updates review and implementation, business process reengineering, and foreign national tax compliance system evaluation; assess, redesign, and maintain all payroll business processes to ensure business continuity with the payroll system; identify processing efficiencies and system enhancements.Coordinate interactions with People & Culture, General Counsel and IT to research, develop and communicate changes in policies, procedures, and system enhancements.Provide guidance on the interpretations of policies and procedures and the use of the payroll system, employee self-service, and online forms; develop and conduct payroll related training for employees and effectively communicate changes regarding the payroll system.Collaborate with General Accounting on impact to GL; manage ADP tax filing and W-2 modules to ensure on-time tax payment and tax filing, as well as accurate reporting of year-end earnings statements for all employees, including foreign nationals; manage garnishment processing.Monitor Workday roadmap to inform and influence business partners and decision makers about future enhancement efforts; act as a payroll super user and change champion, attend trainings, define requirements, plan, architect, configure & prototype, define test plans, conduct testing and deployment.Spearhead all efforts for Payroll vendor management and relations including serving as the support point of contact for all payroll system vendors to create, monitor, and respond to support cases and escalations.Ensure the confidentiality and retention of payroll information and records in accordance with established policies.Compile and analyze operational and management reports, including ad hoc reports, as requested.Prepare, review data, and respond to requests for annual audits. Scope:Supervise staffManage department budget Qualifications Education:Bachelor's degree in Accounting or equivalent.Masters PreferredProfessional Payroll certifications preferred (CPP or similar) Experience:Ten or more years of experience in the payroll field.Experience and comfort with automated payroll systems. Workday or similar system experience preferredFive or more years of managing a team of two or more peopleExperience working with ADP and Glacier preferredExtensive knowledge of federal, state, and foreign national taxationSignificant experience in managing payroll-related complianceSuperior understanding of payroll data and inter-relationships of the data (ex. use of payroll codes and their effect on retirement contributions, etc.) Skills and Abilities:Ability to resolve complex problems requiring the application of accounting principles, and/or management principles, theories and concepts; ability to interpret and communicate complex information.Ability to manage personnel effectively and mentor a payroll team.Must possess in-depth payroll system functional and technical knowledge. Ability to identify problems and generate resolutions to ensure departmental objectives are met.Must function as a technical and subject matter expert and have the ability to manage and prioritize several projects simultaneously.Excellent interpersonal skills necessary to deal effectively with employees and external contacts when describing HHMI tax policies and resolving payroll related issues.Excellent analytical, risk management, written and oral communication skills.Must possess independent decision-making skills.Must have technical knowledge to write queries and produce reports from the system as requested from management and auditors within a very limited timeframe.Must be able to adapt and react quickly to change, learn new technology and apply it to the payroll department.Must be flexible and adaptable to change to meet tight deadlines and lead change.Proven ability to collaborate and build strong relationships across all levels of the organizationMust possess a general understanding of how operational transactions impact payroll, and a detailed understanding of how payroll transactions impact finance.
