Responsibilities

Typical Duties Include:
  • Identifying collecting, and analyzing reliable sets of data regarding relevant pools of candidates in the civilian labor force to enhance equality of opportunity;
  • Identifying sources of effects on demographic groups and designs practicable, lawful effective countermeasures so that leadership design human capital systems relevant to the workforce of the future;
  • Designing studies in an environment characterized by broad legal requirements, limited regulatory guidance, and lack of proven methodologies where errors may lead to significant monetary damages, equitable remedies, and reputational damage;
  • Executing or directing complex, innovative studies requiring a very high degree of professional expertise with little or no precedent to rely on;
  • Maintaining contacts with OEEO staff, executive management within the SEC, other federal agencies, and professional societies and organizations;
  • Synthesizing disparate data sources and types, including academic literature, to present senior agency leaders with sound, practical, science-based, timely opportunities for action; and
  • Designing and executing novel approaches to providing senior agency leaders science-based information to make legally-sound, operationally feasible enhancements to human capital management.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT: Applicants must possess the following basic requirement.
  • Bachelor's or higher degree, from an accredited college or university, with a major (or equivalent) in Psychology.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes both of the following:
  • Designing, developing, and conducting or directing studies that rely on quantitative and qualitative data related to processes, practices, and decision-making in all levels of human resource management to improve equality of opportunity and/or diversity participation; AND
  • Communicating the results of studies requiring a high degree of professional expertise to senior leaders. Results from such studies resolve questions that are characterized by multiple theories, limited empirical knowledge, and/or lack of proven methodologies.
