Responsibilities
Provides responsive and confidential assistance to accident victims and their family members and coordinates NTSB activities with representatives of transportation organizations, Federal, state and local agencies, and non-profit organizations in the provision of services and facilities to these victims and family members. Assists in the development of policies, programs and procedures to support transportation accident victims and their families. Coordinates family assistance operations within the NTSB; evaluates the effectiveness of existing procedures and proposes necessary changes to improve support activities. Communicates with victims and family members, both orally and in writing during the on-scene phase of the investigation and throughout the course of the investigation. Following transportation accidents, the incumbent will conduct a variety of tasks in support of the NTSB investigative team, victims, and family members affected by the accident. Serves as a subject matter resource to the presiding medicolegal jurisdiction regarding victim recovery, identification, and related medicolegal concerns following transportation mass casualty incidents.
NOTE: The critical nature of this position requires that the incumbent be available 24 hours/day, seven days/week, in an on-call capacity in the event of an accident response. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of an accident response may last up to several weeks with little advance notice, requiring employees to relocate to accident sites that require functioning under intense physical and mental stress.

Qualifications
To minimally qualify for the GS-14 level, the incumbent must possess at least one year of specialized experience at the GS-13 or equivalent level. Specialized experience is defined as: (1) demonstrated knowledge of family assistance response operations following transportation accidents, natural disasters, criminal events, or other critical incidents or traumatic events; (2) ability to communicate effectively with victims and family members of victims impacted by disasters or other traumatic events; (3) extensive working knowledge of mass casualty medicolegal operations, to include data management and quality assurance procedures; and (4) experience coordinate efforts between applicable stakeholders to facilitate the recovery and identification of fatally-injured victims associated with transportation accidents, natural disasters, criminal events, or other mass casualty incidents.
