The Assistant Commissioner (AC) serves as senior advisor to the Administrator, GSA, and the PBS Commissioner on all program and policy matters concerning PBS's global project management (gPM) approach for delivering design and construction projects in federal and leased space nationwide. The AC provides visionary, national leadership and high level policy direction for the agency regarding the national project delivery program. The AC for Project Delivery reports to the PBS Commissioner.

Furthermore, the AC;
  • Is responsible for executive level oversight and direction of the PBS project delivery program and related services through a staff of subordinate supervisors and associates comprised primarily of capital design, construction, and project management professionals who work in conjunction with a team of primarily design and engineering professionals located under the Chief Architect.
  • Oversees numerous contracts with professional firms that evaluate and make recommendations on design criteria and guidelines, construction cost estimates, constructability of designs, and up-to-date evaluations of the performance of construction firms and other related services to support the capital program.
  • Responsible for all programmatic, administrative, and financial functions associated with the capital construction program and provides support to the Chief Architect for design functions as needed.
  • Appraises the quality of the capital construction and leasing program through technical overview of operational units and informs the PBS Commissioner of building construction issues and the means of correcting deficiencies or potential problems in the capital construction program. He or she ensures the appropriate funding reviews are conducted during the pre-project planning phases and at other critical milestones of projects. Ensures senior management is apprised of projects that are off schedule or budget, and is responsible for facilitating with PBS Regional Commissioners the development and implementation of appropriate recovery action plans and strategies to improve overall program performance.
  • Responsible for justifying, defending, influencing, negotiating and informing senior management officials within GSA, key officials from other government agencies, officials at OMB, members of Congress and their staffs, industry leaders and representatives, the heads of professional industry and trade associations, lobbyists, news media, foreign governments, state and local governments, and the public, about policy, legislative, and programmatic considerations that significantly impact the nationwide design and construction of projects in federal and leased space. He or she must develop and maintain partnerships and relationships, balance the sensitivities of stakeholders, and serve to coordinate often conflicting requirements when particularly controversial issues arise (i.e. with OMB, Congress, other agencies, private industry, state and local governments, and the public).
  • Responsible for coordination, integration, and deployment of functional specialty resources to support projects, research, and programs determined to be critical to the success of the Office of Project Delivery and PBS. The AC ensures that functional specialties maintain their preeminence in their field and that the Office of Design & Construction optimizes its use of functional specialty resources across office programs, projects, and initiatives. The incumbent provides expert advice and input into research and programs to ensure that the Office of Design & Construction design, construction, and project management expertise continues to be recognized and valued within and outside PBS.

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Demonstrated knowledge and experience in the construction of complex, multi-million dollar capital projects; innovative in applying advanced, cutting-edge principles and practices of project management, construction management and engineering to large, complex construction projects, as well as implementing these requirements across a national real estate construction program.

2. Direct knowledge and experience in the planning, management, evaluation, and oversight of high profile, multi-million dollar, real estate design and construction projects within scope and on budget. Must include experience in the management or oversight of a geographically dispersed portfolio with responsibility for continual improvement of design and construction services across the portfolio.
