Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD. Responsibilities

As a Research Mathematical Statistician at the GS-1529-13/14 some of your typical work assignments may include:
  • Serves as a Research Mathematical Statistician, statistical expert and technical authority for surveys and other studies of Department of Defense significance while working in a dynamic production environment.
  • Uses complex statistical sampling, weighting, imputation, and analysis methods to support DoD Personnel and Readiness Surveys of the DoD community.
  • Conduct sampling, estimation, and variance estimation methods for complex sample designs, conduct statistical significance tests including hypothesis testing and statistical modeling.
  • Writes specifications, documentation, and technical reports (e.g., statistical methodology reports and reports assessing nonresponse bias).
  • Presents reports to scientific, management, or military audiences in both written and oral form.
  • Manages the planning, execution and analysis of surveys and other program evaluation studies.
  • Provides guidance and technical support to statistical analysts, maintains documentation of sampling and weighting procedures and writes statistical methodology reports.

Qualifications

You may qualify at the -13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Demonstrate sampling theory by possessing experience designing samples using stratified and cluster sampling.
  • Experience with power allocation methods to determine appropriate sample sizes.
  • Experience conducting survey weighting, including computation of base weights, cell- or propensity-based nonresponse adjustment methods, and calibration-based methods including post-stratification and raking.
You may qualify at the -14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Experience in variance estimation methods for complex sample designs, including Taylor Series estimation and replication-based methods.
  • Experience with R Survey Package a plus.
  • Experience using predictive algorithms, including classification trees and boosted models.
  • Experience with the use of regression and logistic regression, and other models to examine relationships between variables or make predictions.
  • Experience manipulating data using SAS, R, or a similar language (data steps, descriptive statistics, and statistical modeling).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the series.

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.
