Summary

The Office of Vehicle Crash Avoidance and Electronic Controls Research conducts research on vehicle systems that provide crash injury mitigation as well as crash prevention benefits. An important component of crash prevention research is understanding the interaction between the operation of these systems and driver performance. Successful vehicle design for crash avoidance begins with an understanding of how driver performance and behavior is influenced by vehicle design features.

Responsibilities

As a Division Chief, you will:
  • Carry out approved programs by organizing, directing, reviewing, analyzing, monitoring, and evaluating research projects to be performed for the agency by contractors and grantees under the Office of Vehicle Crash Avoidance and Electronic Controls Research.
  • Assist in the formulation of human factors research goals and objectives, and in the development of program plans, budgets, policies, and program direction.
  • Prepare papers and presentations that involve the review, analysis, and evaluation of a broad range of human factors research related to vehicle safety. This covers both work performed by and for the Office of Vehicle Crash Avoidance and Electronic Controls Research and work performed by other researchers in other government agencies, industry, and academia worldwide.
  • Participate in the management of the division research programs. This involves responsibilities for the coordination, review, analysis, and evaluation of all existing and proposed driver performance projects and budgets in terms of program focus, direction, resources, expenditures, schedules, and research findings.

The ideal candidate must have strong communication and organizational skills, and is comfortable presenting Human Factors Research Division data to managers and executives in the department. NHTSA is looking for an experienced professional with expertise in planning, conducting, and completing data analysis projects.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience in supervising and/or leading professional staff.
  • Experience in planning, organizing, directing, and managing human factors research programs related to transportation systems.
  • Experience in preparing and presenting technical information to a variety of audiences and expressing facts in a clear, concise, and convincing manner.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
