WHAT IS THE HUMAN CAPITAL OFFICE DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential.

WHAT DOES A HUMAN RESOURCES SPECIALIST DO? As a Human Resource Specialist, you perform work located in Worklife, Benefits and Performance, Awards, Compensation and Leave Policy Branch. In your role, you will provide expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive HRM problems and issues. This work may include advising management on the National Agreement obligations, implementation and policies related to the Awards Programs or compensation and leave policies.

As a Human Resources Specialist, you will:
  • Provide expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive human resources management (HRM) Awards problems, compensation or leave policy issues.
  • Develop, initiate, direct human resources program strategic planning activities; identify long and short-term objectives, and formulate Service-wide human resources program strategies, and develop policies for service-wide implementation as they relate to the Awards Program, compensation or leave program issues.
  • Evaluate new or modified legislation and regulations to determine impact on short- and long-term human resources management policies and program initiatives. Monitor legislation and other proposals affecting Federal HRM programs related to Awards, compensation or leave.
  • Finalize plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering HRM Awards, compensation or leave programs.
  • Serve as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS human resources program operations and other comparable studies. Research, identify, and develop criteria and procedure to conduct program evaluations and measure program accomplishment.
  • Research and identify trends and developments in human resources management. Develop project plans, gather data, and prepare position papers on the potential or actual impact of these trends and developments. Independently or collaboratively, develop and explore alternative HRM solutions and recommends new or modified programs to management.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating concepts, principles, practices, laws, and regulations of human resources management (HRM) by providing pay administration guidance, awards guidance or leave policy guidance service wide. Demonstrating experience with written communication techniques to develop draft policy, manuals, guidebooks, etc. for all audiences Verbal communication experience to deliver presentations to management, discuss findings and/or giving briefings.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

  • Tour of Duty: Monday - Friday 8:00 a.m. - 4:30 p.m.
  • Must meet IRS telework eligibility requirements
  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Rating
