Responsibilities

WHAT IS THE OFFICE OF THE DEPUTY COMMISSIONER FOR OPERATIONS SUPPORT (DCOS) DIVISION? The Office of the Deputy Commissioner for Operations Support provides direction and oversight to the major operational and administrative functions for the IRS in support of its business units that provide taxpayer service and enforcement. Seven divisions are aligned under the DCOS: IT, which operates and maintains the IRS technology portfolio; HCO supports employee workforce of more than 80,000 employees; AWSS provides support services , Facilities Management and Security Services, Continuity Operations, and Credit Card Services for IRS business units; Procurement provides acquisition services for the IRS as well as Treasury Bureaus and Offices; Office of the Chief Risk Officer identifies and assesses risks, ensuring that risk management principles are incorporated into strategies and business decisions at all levels of the IRS; EDI which fosters a diverse and inclusive workplace culture that is free from discrimination and embraces diverse strategies; the Chief Financial Officer is responsible for accounting and control over IRS financial operations, U.S. government-wide revenue accounting; and PGLD division oversees information security across the IRS, assists with protecting taxpayers from identity theft, ensuring security of taxpayer personal data.


WHAT DOES A MANAGEMENT PROGRAM ANALYST DO? As a Project/Program Manager you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.

As a Management and Program Analyst you will:
  • Meet with managers and executives within the Service to define the overall goals and objectives of the project.
  • Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
  • Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
  • Plan, coordinates and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
  • Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment.
  • Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
  • Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.

Qualifications

You must meet the following requirements by the closing date of this announcement:GS-14 LEVEL: You must have1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: expert knowledge, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate a comprehensive knowledge and through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management dutiesnd to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; and the ability to communicate effectively both orally and in writing.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Tour of Duty: Monday - Friday 8 a.m. - 4:30 p.m.
